I have stressed all of the above yet he still sits on the fact I need either cover or concealment to use stealth and refuses to accept "can use stealth even while being observed"
Emphasis mine. That's RAW. He's not playing by RAW.
He's honestly always grumpy and it "annoys" him as he says that I always come to Pathfinder on Sundays with a smile because I'm happy.
Well then. He's not playing by rule of fun either.
Good riddance.

RAW stands for Rules As Written mate. So basically as it says in the book. No gaming is often better than bad gaming so hopefully once you have some free time a game finds you.

I prefer as few house rules as possible, because it keeps everyone on the same page. Too many bad experiences with GMs who like to change rules on the fly or work by hidden house rules that the players don't know about. Playing by RAW - or Rules As Written - keeps everyone playing the same rules.
As for your time constraints, try a play-by-post game. Only takes a little bit of time everyday (tens of minutes), instead of a solid 4+ hours once a week.
I recommend reading the following:
