Very odd that Excel 2007 won't open it for you, EML: The friend I got to check over the file before I loaded it up had no problem at all.
Later on I'll PM you a different link, see if it's something at the file end (just to be thorough, make sure you have all available default add-ins switched on).
Also interesting behaviour from Google Docs. Might be something about the first array on the Drop Down sheet, but if it's not messing things up, I'm loathe to delve too deeply.
I can see the light at the end of the URule tunnel, now.

redcelt32 has identified some bugs for me (I think they're actually all the same bug, which was actually designer error), so another bug fix is in order. Update will be today or tomorrow (game night tonight, so not sure I'll be able to sort it straight away).

Control DC was out of whack (it was counting defence rather than districts in settlements), consumption was doing strange things (I never did figure out how that was going wrong, but it was a similar problem), and a whole bunch of "count these buildings" formulae were wrong (counting the wrong buildings). Basically, anything referring to the hidden City Overview sheet was probably returning incorrect values if you had more than one settlement.
I had to do a huge number of find/replace operations to get things roughly right, and then manually checked that the right cell references were actually in use.

Microsoft Office Compatibility Pack for Word, Excel, and PowerPoint File Formats
and the other user hasn't? 2007 doesn't work happily with xlsx files unless you download and install that compatibility pack.
That sentence is the name pasted from the top of the download page, so stick it in Google and you will find it easy enough :)

Soon being a relative term. I very nearly converted army sizes to UBat at one point, but decided that I'd stick to just getting URule finished (I think it was while I was doing the bit of Recruitment Edicts that are in the sheet right now).
Yes, I absolutely will be tackling UBat and UWar, but first I want to finish URule (which is by far the hardest of them all).
I'm hoping that I'll be able to create a nice "which rules are you using?" series of tick boxes, to let users decide which rule set they've got in play, and then people can pick or choose their options: one reason I've never actually removed existing rules from the sheet, just told it to look in different places for results.

cistern should not be granting minor wondrous slot x2, +1000gp base value
jail should not be granting medium item slot x2, minor item slot x3
library should be granting +1000gp base value
shop not adding +500 base value
stable not adding +500 base value
Those are the only ones I've come up with so far as those are the buildings my group has used to this point.
Guess I'll download the latest version and plug in my numbers and see if there are any differences in the kingdom numbers. My group is currently struggling with a continuous Inquisition event and if their Control DC has been significantly out of whack, that could have changed how things played out.
Edit - For clarification, I'm using the UCAM sheet, not the newer URule sheet.

I haven't touched UCam for a couple of months (so these changes shouldn't have done anything at all). I shall investigate and fix.
Just to check: is this in the individual city sheet? Does it affect city 1 but not the others, or the others and not city 1, or does it affect all of them? And can you confirm the UCam sheet version number?
Inquisition events are seriously harsh on a new kingdom.

I'm using Version 5.3h (hey cool, I'm even noted as helping find the issue that led to this version).
This is in the City1 tab. We only have a single city at the moment, but in playing with the sheet just now, the same logic for those buildings seems to be in play for City2 and City3, and City4 (stopped there as I can spot a pattern when I see one, heh).

Just tested those buildings in City 1 on the live downloadable version of UCam, and they all work fine for me. Excel or OO version?

Most likely reason: Buildings tab has been re-ordered so they're no longer alphabetical. That'll screw up loads.

Found the bug, only affects UCam version (URule version had this fixed a while ago, apparently).
So: UCam Bugfix v5.3i
Thanks, Curghann, oh, and before you decide to download this, check your email - I fixed your kingdom (the version number won't match, but it'll now work the same as 5.3i).

just a quick question are the dc for trade routes correct as looking at the rules the base is the kingdoms control DC where as the spreadsheet says 10. Have I missed a rule change somewhere or are trade routes not completed?
Is "Oops" an acceptable answer?

Found some time to squeeze in a bugfix.
The first error Steven Evans noted above was actually fixed in 5.5b, which I didn't post a formal update notice for, so no great surprise that it slipped by.
Trade Routes now calculate correctly (as far as I know - it'd be great if someone could make sure).

Want to start by saying thank you for this wonderful tool that is making life easier for so many of us.
Not sure if this is a bug or user error, but the UCam 5.3i does not have any drop downs when using LibreOffice Version: 4.3.7.2. This happens in both the Excel and OpenOffice sheet. The URule sheets do have the dropdowns.

I've got a bit of free time today, so I'm planning to actually do some work on the sheet (among other Christmas activities), but I managed to puncture my foot an hour ago so in a bit of pain right now, waiting for the painkillers to fully kick in.
The best laid plans, and all that.

Not likely to need hospital trip: badly bruised and a deep puncture that's about 7mm long, making it very hard to walk. Got it cleaned within seconds of the injury, and I'm taking painkillers, so unless it gets infected, first aid should be good enough.
Christmas is otherwise going very well, and I hope you're all having a good time.

Foot is a lot better: I can almost forget it's hurt, most of the time.
Back at home, now, so I can sort a formal update of all versions of the sheet for the fixes I've done. Tonight is game night, so I probably won't be able to do much else. One of my New Years resolutions is going to be finishing URule, though. Please, please, please send me encouragement, otherwise I'll procrastinate even more than usual.
