One of my players has a sorcerer of mix bloodlines namely Draconic and Elemental.
He wants to find an ability, feat or class feature, that allows his character to change a spell of an element subtype into another specific sub-type (namely cold). There is obviously a feat that allows you to change some damage spells to that of a specific element, but he already has that, and wants to move all spells with the elemental sub-type to that of cold.
Any suggestions?

well the elemental bloodline arcana does just that
I'm guessing he gave that ability up and went with the primal elemental bloodline which give him and extra +1 damage on each dice
options that come to mind are take a level of wizard for admixture school

I'm not sure I follow... the Elemental Bloodline does "allows his character to change a spell of an element subtype into another specific sub-type". It even adds the descriptor, Elemental Spell does not.
Whenever you cast a spell that deals energy damage, you can change the type of damage to match the type of your bloodline. This also changes the spell's type to match the type of your bloodline."

Well, the simplest solution is to just let him do it. He has the Elemental Bloodline arcana, after all. You as the DM can easily expand that to just allow it to apply to all spells he casts rather than just the ones that deal damage.
I'm sorry for posting something that's not truly RAW advice, but the truth is I don't know of any Paizo way to change the spell descriptor of a spell that doesn't deal energy damage.
