Guilty as charged. Though I try to keep it to just morning wake-up/warm-up time and lunch breaks unless it's a slow day.
Abso-fargin-lutely. But, my job actually requires me to have internet access, so I'm going to be online anyway. Work still get finished and obligations get taken care of. It's all good. :)

At least I am wasting only my own time, not anybody elses ;-)

When waiting for a database report to finish, a rendering to complete, or a FEM calculation to run its course, I can stare out of the window, have a chat with colleagues... or browse the interwebz.

I am working here.
I have to check that the company's internet connection is working properly and sites of importance have not been accidentally blocked by the company firewall...
Um, yes, I am reading/posting this at work.
Before my shift starts. (And on other designated breaks.)
I work a lot on Excel spreadsheets, and I find it refreshing to pop in here from time to time just to re-start my brain functions. Mind you, I don't waste huge amounts of time when I come here, but just enough so when I get back to my spreadsheets, it's like looking at them with a fresh start.
Peeking here actually helps with my work performance.
