If I were to stat out Rasputin, I think I would give him something like 20-24 HD. Instead of classes, I'd give him spellcasting as a sorcerer (similar to a dragon or other such monster), and unique abilities. His type would most likely be Abberation (Augmented Humanoid).
Now, if you're talking historic Rasputin: level 1-3 expert XD

If latter you have a perfect example of high charisma and low beauty.
in hellboy he is a mix of sorcerer/witch and wizard.
The real world rasputin was a commoner, some ranks in heal, bluff, diplomacy but no sense motive, and as someone already mentioned, he sure as hell had the diehard feat.

How about his healing powers?
What healing powers? Grigori Rasputin was a Grade "A," bona fide, confidence-man; a shyster, a gonif, a total crook. At best, he was a well-intentioned-but-delusional fool and charismatic enough to get a whole lot of people to accept his delusions as fact. It certainly wouldn't be the first time that's happened.
Obviously, you could make "real-world" Rasputin a boring old expert or commoner with no magical or special abilities, but that's no fun. My fantastical Rasputin would be built with a focus on him being a swindler. Rogues and Bards both get UMD and bards have Cure spells. That's good enough for any ignorant peasant to call the man a healer and prophet and get his name circulated to the nobility.

Oracle. He supposedly had some sort of healing powers, and he definitely had charisma.
And lots of constitution.
+1. High charisma and divine power lends credence to his being an oracle. Although a high constitution might explain his legendary robustness in the face of repeated assassination attempts, it can also be explained easily as he having access to some potent defensive buffs and healing spells.

Possibly. It has to be remembered that most of what is "known" about Rasputin comes to us from people who hated him and/or considered him a convenient scapegoat...and pretty much everyone hated him and/or wanted to use him as a scapegoat.
The real Rasputin was probably nothing more than a guy who suddenly found himself as a personal confidant and adviser to the Royal family, and handled it about as well as any ordinary guy who was suddenly elevated to such a position would. Honestly, reading what actual facts are known about the guy, he sounds like kind of a Hippie.
But it's true he didn't have any healing powers. Ironically, his "healing" of Prince Alexei pretty much amounted to not treating him. He had hemophilia, and every time the kid stubbed his toe the Empress would call in doctors to treat him (one of the treatments given to the hemophiliac Prince by the finest Russian doctors of the time? Anti-coagulants). Rasputin advised her to just let the boy rest, heal, and possibly used hypnosis to relieve the Prince's stress.
