Sticking solely with Paizo released spells...
Haste is gonna be hard to top, but since that's already been mentioned...
Cat's Grace is a personal favorite because I don't usually play real high level chars and for a dex based ranged fighter it boosts AC and attack bonus both by 2.
Any of the +4 mental stat boosting spells (Fox's Cunning, Owl's Wisdom, Eagle's Splendor) is a better spell than most people realize since that also boosts your spell DCs, a trick I rarely see used, but try hard to never overlook for my own casters. It also boosts your own saves, which isn't a bad bonus. That 10% boost to spell save difficulty is like gold in the bank...
For sheer low-to-mid level effectiveness against hordes of minions... an empowered fireball is hard to beat.
But then again, for first to third level characters I've been known to claim that "goodberry" is the most effective spell in the game...

Best: Wish.
Fave: Wall of Stone. The Planar Ally spells and Rock to Mud are close runners up.
Wall of Stone: Block off hallways/doors, change a stairway into a ramp, Make a stairway where needed, etc.
Rock to Mud: Make enemies fall to lower floors of a dungeon, Cave in a roof, Quick exit from a stone tower, Kill a petrified opponent without leaving evidence.
Planar Ally: Get the help you need, from combat help, to accessing a spell effect, to transportation, to contacting outsiders in other planes, to summoning party members back from the afterlife.

Best: Raise Dead. Its the building blocks spell for bring back other to life without turning someone into an Orc XD
Favorite 3.5 Spell: Ice Lance. Range attack with a +4 bonus, 6d6 damage that's half piercing and cold, fort save or be stunned for 1d4 rounds.
Pathfinder: Grace. So so many times this spell has saved my cleric or a part member I needed to help. Its a god send for me right now

Best: Haste
Seriously, this spell is so strong that it could affect only 1 target per casting and it would still be in my top list.
Favorite: Telekinesis
The most versatile of all spells after wish/miracle and their lesser versions, as mentionned above.
Special mention: Cat's Grace
Some ranks in Disable Device, a Dexterity-based mutagen and a Cat's Grace extract make my Alchemist better at unlocking doors than any Rogue could ever hope to be.

My favorite is Enemy Hammer, it was love at first sight for me. Using one enemy to hit another, so nasty, so fun and so perfect. I just can't wait to get my wizard to level 11 to be able to cast it

My favorite spell in 3.5 was from the Spell Compendium. "Bite of the Wererat". Second level spell that boosts your Natural armor by 3, your dexterity by six, your constitution by 2 and gives you a secondary attack?
OMG, my druid pretty much had every second level slot dedicated to that spell if she expected combat.
If I had to vote for the most overpowered spell in the Compendium, that would probably be it. But I loved it.

Wow, I'd be hard pressed not to add that to my Magus' spell list in my games. That seems perfect for them.

Personal favorite: A 6th level homebrew spell called Solid Air. You're not paralyzed or held, but the air around you won't allow movement. Only lasts one round per level. Carry over from 2E D&D when I got frustrated with the elven 90% Magic Resistance to Enchantment/Charm magics. Can't hold you ELF!!! To hell with that - bam!! Now try moving you little pointy eared bastige.
Best: Prismatic Spray. So many possibilities...

Best is obviously wish or miracle, but discounting the obvious answers, I think the summon nature's ally chains offer tremendous bang for the buck. I mean, tigers are just ridiculously good.
Favorite is so mutable! It often depends on how well I was able to use a spell recently...but Aqueous Orb has a special place in my heart right now for being able to completely shock my DM into submission. I mean, really, who expects a spell that does 2d6 non-lethal damage to completely change a fight? But that large-sized orb works wonders to break line of sight and being able to hold 4 Medium creatures at a time...and we won't even talk about what he decided it does to fire elementals. :)
I don't think my DM wants me to play casters anymore. I keep breaking his mind.

I'd give nods to haste for one of best. As far as damage output and battlefield movement as well as ac for whole party. Not my favorite, and I might have voted for some of the higher level spells, but i've never gotten there as a character.
Favorite spell, for my arcane archer it has to be abundant ammunition. Non-magical arrows are replaced, so you spend 3k on some bad-ass poison, or cold-iron, silver, or adamant arrows, and they're replaced after each shot. No more running out of arrows mid dungeon crawl, and for live enemies they're making 3 or 4 saving throws against dc 20 + for ablility damage. Also you could cast an additional spell on the ammo and each round it is replaced (named bullet). I haven't even used it yet and think it's awesome.

I think the best spell is Invisible Servant. It last all day and if used right can give you extra actions in combat. (picking up dropped items for you, opening a door for you or closing it behind you, retrieve items from your backpack.)
My new Favorite spell is Cup of Dust, great interrogation spell. Had a pretty funny incident where I was using it to make an NPC more cooperative, left him unattended for a long time, and retuned to find that he had accidentally drowned himself in a horsetrough trying to "quench" his thirst.

Here's a question I've been thinking about: if you have spare guns, can it reload them for you? One of the big flaws in one of my designs is that it runs out of bullets and having someone to reload for you, without having to buy leadership, would be nice.

I'm not sure, I'd have to look at the discription again. I seem to recall it not working for complex tasks, I imagine reloading guns/crossbows might fall under that.

It does not take any special skill or ability to reload, so I would say yes. Obviously, others would probably claim reloading is not a "simple" activity, as there are people who consider feeding an ally a potion to be too complicated.
So, essentially, it's up to the GM--the spell description allows for both a yes and a no.

Well, it's reloading a revolver, so it shouldn't be considered that complicated.

Feeding the potion to him might be too complicated. However, removing the potion from your belt and running it over to someone in need of it while you continue casting spells is very simple.

Best spell: Create greater demiplane, if ennemies come to you, it gives an edge NO other spell gives you (think timeless with lots of antimagic auras and golems).
Favorite spell: in 3.5 probably baleful polymorph, but it's dispellable now, so I pick bestow curse because of the line "invent your own curses".
