So with BAB and DEX I am at +13, Is it possible to get to +20? Can it be done even with TWF? (just for first two attacks obviously).
Feats/ranger combat style and 10,000 golds worth of equipment are what I have to work with. Possible? or is 15-17 as high as I can get it?

You're at +13, and you want another +7?
A +1 (or masterwork) weapon and a +2 Dex belt will get you 2 of those. You can't afford a +2 weapon and a +2 Dex belt. If you're an archery ranger, you can get all those feats and Weapon Focus (whatever) besides, so that's another +1. [I must admit, taking archery style when Duelist doesn't give bonuses to archery is a bit silly, but I'm not sure you can get Focused Shot otherwise.]
So now, you need +4 more. Against your best favored enemy, you have it. Otherwise, I think you'll have to rely on others buffing you (or potions or wands or something) to get you there more regularly. Low-level ranger spells, and more feats, won't help you much.
Be aware that two-weapon fighting and the duelist's Precise Strike don't work together.

I am not that experience with building characters but I have to say that dumping con to 8 will really hurt a melee type character.
I didn't dump it, I am an elf, I probably should have included that. And I have great AC and the ability to parry (hence trying to get TWF and attacks to a +20 to hit)

I am at +13 with just BAB and DEX, my DM is stingy with gold so I don't have a lot to work with. I went guide ranger so twice day I get the +4 on an enemy. I start the battle with hunters howl usually so that is a +2.
So 13 + 1 weapon focus + 2 hunters howl + 1 masterwork weapon +1 dex belt = +18, when TWF and using the guide ability I am at 20, not sure how to get their without the guide ability but this might be all I can do. Thanks though.

So guide ranger takes away favored enemy, and hunter's howl gives it back, eh? Not a bad combo. Makes me wish I were more familiar with the APG.

I didn't think of that, either. As a GM, I'm not sure I'd let that fly, and I am sure I wouldn't give the damage bonus to the armor spikes (even if RAW says I should), but if your GM allows it, go for it!

He okayed the armor spikes, I didnt think he would either bit it actually works with my concept so i dont feel cheesy.
I pretty much had to go guide because of this weird metagamey situation. I didnt want to deal with it, hunters howl was just a bonus. Too be honest, considering my damage is 1d6+5 x2 (for the two attacks) or 1d6+9 if i use the +4 no one notices the wierd options.
