And that is different from many other examples and samples that are, also, incorrect, or should be changed to correspond with a clarification that the person writing the example did not think of?
On this, I say to look at another dwarf FCB.
"Magus: Select one known magus arcana usable only once per day." If the oracle revelations where meant to require them to be known first, why not just add the word 'known' JUST like they did here?
Move over to the Gnome then. "Monk: Add +1 to the monk's Acrobatics check bonus gained by spending a point from his ki pool. A monk must be at least 5th level to select this benefit." Here is another example of them putting restrictions IN the FCB itself, making it seem that the intent wasn't that they where limited by default.
Both these point to the Dwarf example being correct and not an error.

John Compton said recently that this FCB conundrum was being discussed with the design team, and that a clarification would be on its way.
For now, it's as is, and the Dwarf is an exception to the general rule.
I never say much of a conundrum. The 'when do I have a feature' FAQ only mattered for prerequisites. Nothing else in the game cares if you have a feature before you get a modifier on it. For example, a fighter can take a metamagic feat without spells, a druid can take beast of the society before having wildshape or a tiefling can have a +2 Charisma score for a bloodline they don't have yet. Why would a FCB be an exception?

Feats always have prereqs if something is required. You listing feats with no prereq is not a valid comparison.
FCB's are another mechanic.
