Another costing question

Can someone explain to me how the costing for Horsehoes of Speed works? It's listed as 3000gp

CL 3rd
Requirements - Craft Wonderous item, haste(?? with a caster level of 3rd? I think they meant expiditious retreat, especially since the horseshoes only add a +30 movement bonus)

Costing (w/haste) 3 x 3(?should be 5) x 2000 = 18000
Costing (w/ex retreat) 1 x 3 x 2000 = 6000

Is there a reason they dropped it by half? Especially since Horseshoes of the Zephy (which has a caster level of 3 and uses a 1st level spell) costs 6000?

I presume this is an ad-hoc adjustment because an item that benefits a mount is less than half as useful to a PC as one that benefits a character (I suppose you could play a centaur).

The rules in numerous places use language such as "guidelines", "estimating" and "many factors must be considered". Costing is a part of design, not a rote exercise, otherwise players could be trusted to do it and there would be no need to print prices in the rules.

I agree with Jim (aka Starglim). Even if you put horseshoes of speed on your mount, how often will your PC get to use it as an advantage compared to say, boots of speed? Thus, that particular item falls into the category of requiring a designer to consider many different factors when pricing it.

I think it is a matter of supply versus demand.

Ahh.... you might have something there. Part of the economic stimulas plan as part of congress's bailout of the horseshoe industry.
