Two braziers illuminate the area and reveal three exits. A heap of supplies and several piles of skulls are on the chamber floor. The walls are adorned with half-finished murals depicting great battles. Rickety, 10-foot-high wooden scaffolding clings to the north and south walls, directly below these murals.
I finally got the lower level map up. Note that the map has been rotated 90 degrees, and the right side of the map is now north. Brown squares are 10' tall scaffolding, and the open arrows are stairs. Black squares are solid wall, except the slash marks, which represent doors. Yellow squares are braziers of burning oil. A lower case "s" represents a pile of goblin skulls. An "x" denoted difficult terrain. And the "D's" are dwarf prisoners.

I don't think Latro can get line of sight to Lurash from up here. If he can, Latro will take a couple of steps back, hide (+10 Stealth), and use Deft Strike +8 vs. AC; d6+4 + 2d8+2 for Combat Advantage. If not, Latro will double move to the bottom of the rope, tumbling down the last 10 feet if need be. +12 Acrobatics to reduce damage.
