We were talking about how much this would take to finish and that includes polish and some iteration on existing features.
It would cost roughly 2 million dollars with an experienced team to finish the game to the point people want to play it and subs would bring in enough money to support a small team.
It would cost roughly 5 million dollars with an experienced team to finish the game to the point that a lot of original backers would feel they got what they backed.
It would cost roughly 10 million dollars with an experienced team to make this game exactly how it should have been made, with full polish, optimization, and several iteration of all game features.
So, basically we need around 2 million dollars and 15 months of game time to get the game to what they would consider open enrollment. Then they would need about 4x the current subs to continue development, and roughly 2 years after that to get to the 5 million dollar mark of development.
They really only need between 6-8k subs to continue development in earnest with a big enough team. I think we have between 1500-2000 right now.

I would say yes, but I get the feeling that others would try to come kill you. Then it would turn our PvE event into a PvP event, and that wouldn't be good for all the PFU Newbies (especially in the MS hex, lol).

We do not have a NBSI policy, I have personally talked to several people that have wandered down here, and explained the situation. We only shoot first on hostiles. Furthermore, there are several groups that have been given access to harvest or help with escalations that are not EBA.
You are missing a key point, we allow people who ask permission, and we don't shoot first, unless hostile of course.

Well considering that we have vowed to protect the university, we have gone and help cleared bothersome escalations for them, and provided them with recipes and other gear at different times, as well as supporting their staff with higher end armor.....
Newbs are going to either their new settlements or PFU, PFU is a highly concentrated place in which we can practice the betterment of the community and protection of the new players.
In general, the entire server protects new players, the community is very supportive of the university, as well as making sure new players get a chance. In this new patch, we may even be able to tell if and when someone is new, which helps the situation out so much more.
This isn't Darkfall, nor will it ever be that terrible to new players, and with a good community that supports new players making the choice to buy into the game, there is multiple support systems in place for new players to expand.
@Guurzak, what you said and what Tink said, seem to be two different statements, I agreed with one, and not the other.
Coming down and killing everyone you came across from NE Monster Hex to Phaeros was clearly breaking the armistice, to us, and not attacking towers, since every hex you killed people in were not towers that were open PvP Hexes.
@Everyone else talking about placing holdings in Gol territory.
TEO has placed small holdings in hexes that are clearly 2 hexes or more from any settlement, and in territory that has been unclaimed. We farm the escalations in the Eastern and Western sides of the map when we have time, because no one else farms them.
Now, what ever anyone on either side thinks or perceives or whatever, as a community we need to back off from fighting each other come the new patch so that we can figure out Holdings and Outposts. When they hit its going to take more than some people on the test server to actually test these things out.
That is where the miscommunication happened.

You did not explicitly tell me anything like that, I made it abundantly clear that we would protect EBA territory. Perhaps, there was some miscommunication there, but I walked away understanding the above.
EDIT: After reading your edit, yea, there definitely was some miscommunication. Next time we make an agreement it will have to be in writing, as to be clear, concise, and no confusion.

I said that we would not defend their tower, and that we would defend the EBA territory. We were willing to let people fight each other in no mans land, or defend towers like I said, but you guys came down into EBA territory with organized PvP slaughtering everyone you came across, and attacking escalation sites. So, in response to that, we took towers too, although I realize that towers probably mean nothing to you.
We will not allow attacks in our area to go unnoticed.
I kept my word, up until you came down and started killing people in EBA territory.

This one will be enforced the hardest on inter-guild drama, any rivalry between members should be friendly. Mumble Usage: CotP has a dedicated 24/7 Mumble server. Mumble usage is a requirement for all TEO members, but a microphone is not required unless you are part of the military. This is because Mumble is where most of our conversations happen, and if you aren't in there, you really will not get integrated into the community as much as we would like. Mumble does offer text chat options and if everyone in-game is using Mumble then you can likely reply to comments on the Mumble via our in-game chat as well.

There was a mechanic some how turned on, there will be a pop up that asks you if you want to resurrect. I suspect this will be the case when we have other spawn points in the game and threading working. Also, there are Raise Dead, Resurrect, and True Resurrection expendables.

Here is a solution, put some way to contact GW through the settlement UI, and you have to be part of that settlement to send a message/press the button. This will limit it being spammed, and they know exactly which person/community is using it.
It depends entirely on how they do the system and if we get a warning or not. I don't think we will have people stationed at each holding 24/7, if we don't know who is attacking, but that we are being attacked, then people might get away with 5% of the bulk goods.
We are mainly increasing our stock piles, while also preparing every single character in Brighthaven for T2+2 gear. The turn around on gear seems to be about 2-3 weeks, although when PvP takes place it cuts down that time a few days to a week. We want to be prepared for when Holdings and other things come out that will increase PvP.
@Cal, did Damis get a hold of you? I sent him your information, he can install anything you need.
Do you have an option to upgrade to 75 users for a month? You could do a short term upgrade for the time being, and then move over to a VSP later when you can find some down time to get it all setup.

We already worked on one of these for Brighthaven for GW, can we use the same? Or at least a shorter version.

Settlements will be able to remove them through permissions, that is the only way I know of that is coming any time soon.
I would have to say that the way you are playing is still very apt, and hopefully with the added game systems and population it will still be viable.

I suggested a course of action based on prior events leading up to Thod's response in private. There have been several events that you might not be privy to that have happened, and I personally said that I would bring them to light if it happened again.
Edit: @Tig, I specifically called him out on something he did in private, not that he has an issue with Decius, two separate things are going on here.
They have already agreed to EBA Territorial Policy, which hasn't been changed, why do they need to agree to something that hasn't been changed?
To your four questions,
#1 - Without having to be attached to a settlement a group could maintain (at a slower pace) all of the crafted goods they need, removing the need for a settlement altogether(unless NPC towns won't allow higher tier gear to be made).
#2 - Maybe, I see a lot of people roaming at the company level away from settlements. I see settlements constantly being manned by a combination of vets, newbies, and people that want to play the game at the nation/warefare level.
#3 - Maybe, there will be an influx of new players to help maintain, but then if you considered VCs attached to a settlement that hold and maintain outposts...if that isn't happening they won't be keeping their training either.
- You could have a settlement of veterans abandon their settlement once they have enough training in a system like this.
#4 - I think yes, there are a lot of people that want their independence from settlements, so ya I think your first question here will indeed happen.
I have two solutions that might help the situation, both of them function at the company level:
Forts:
If your settlement is destroyed, or your company leaves a settlement, and you have 30 days to find another settlement or lose your training you could place a Fort. You find a back up location, allocate influence for your company to create a Fort (for lack of a better term). It would act as a mini settlement with defensible walls that slowly costs more and more to maintain, but allows you to retain all of your companies training. After you can not pay the costs anymore it is despawned, you lose the holding, and that particular holding goes on a 30 day cool down.
This would allow groups more time to re-establish themselves, retake the location, so on and so forth. If rebuilding they can even focus on certain groups for the first 30 days, move those people into the settlement, and the rest use Forts until their builds are repaired.
Hamlet:
This option is for EXTREMELY focused and specialized groups. This is a holding that establishes a small Hamlet where a holding goes. This Hamlet can be tailored to a specific role or perhaps even two closely associate roles. It would provide several key buildings for training and potentially crafting. It would start out at Tier 1 training, and require more allocation over time for the training it would provide, which is up to Level 13. To make it more balanced this could also cost upkeep akin to settlement costs for this much training.
This would allow decent sizes companies, not wanting to be associated with settlements, to have their own smaller settlement that doesn't require quite as many resources as a full settlement.
You might could just have it where you get 3 medium builds and 3 small buildings worth of training. You could choose a Fighter Collage, Thieves Guild, Skirmisher, Bowyer, Weaponsmith, Armorsmith. It would be extremely niche and costly, but could create a very interesting subculture.

Like I said yesterday on TS, there has been no formal vote on the matter, discussions are still going, so feel free to use Hammerfall's facilities. We aren't Evil, we are not going to attack you on sight for something like this, we aren't going to bar you from getting your stuff, we aren't going to trap you in any way. Until there is an official decision you are fine to go about your business as normal.

Actually, the "Core Six" was Bluddwolf's idea so it would be easier to count the towers people owned. I don't remember talking about sovereignty over Core Six hexes. To be honest we talked more about rules around taking core six towers than anything else.

Common practice in TEO is, if you die, you have lost everything on your husk, and unless you were transporting something important its not worth going back to check. Usually if its important they wouldn't be running alone.
So far this is around the 12th incident I have heard of including someone alone and their husk. If you are transporting something important, you should have backup ALWAYS, in case of anything that may happen, like PvE/PvP incidents.

Fair Enough, I didn't talk to you personally, I looked for your name here on the forums and couldn't find you. I then went and talked to several other people about the situation, the story is always going to be distorted, but no one was bullied, and you weren't attacked or stalked. I actually talked to a lot more people than just Decius.
The main reason I am blasting Thod is because he didn't give the situation enough time, and then forced the situation through extortion, nevermind what actually happened.

I have to re-weigh in here.
I was sent the private messages from both sides, all I have to say is that Thod has damaged his reputation with the EBA. I will be asking the council to revoke our recognition of neutrality and revoking any rights that EL has to harvest resources in our area or using crafting facilities.
This was character assassination, as well as following through on an extortion threat. To be perfectly honest, if Thod had sent me the same message he sent to Nihimon on Saturday @6:36PM, it wouldn't have even gone this far, I would have called him in the forums for extortion, a tactic he has used before, one which I told him personally in voice that if he used against TEO or EBA again I would call him out on it.
I am not going to ask for aggression against the people of EL, but there are repercussion for extortion, and closing off our borders might get the picture across: WE DO NOT SUCCUMB TO EXTORTION.

I usually don't post something like this, unless its official and I have proof. Second, as a leader I can't have a knee jerk reaction and just post stuff like this on the forums. I give it time to investigate incidents like this, even if it takes days (and in one case weeks).
In diplomacy all of your hard work can be undone by a simple sentence spoken too soon. So, I try to have patience, even if I can't get in contact with someone right away.
I can say however, that Nihimon was gone a good piece yesterday, because I was looking for him too.

So, I am just going to walk away from another Thod propaganda piece, good job in being neutral Thod, and trying to maintain that neutrality, it really really shows.

You know Thod, you constantly provoke those around you, and not just those of us in the EBA. Fair enough something happened you didn't like, but you should just say it, making a roleplay post villianize the situation more than it actually is, ok propaganda, but constantly in poor taste. On top of it, I don't know how much of this is even true, or if it is true what the context is behind the situation.
Until I know more I am going to reserve judgement on the situation, other than you liking to provoke people whether in public or private, you call someone else a bully, but you say leading up to the circumstances it was the persons own fault. I will just wait to see how this develops.
