The way it’s intended is the enemy can’t load their bows, take cover behind a table and fire when the party opens the door even if they know you’re approaching.
I quite understand. In the games I run, I do let the opponents have the same advantages that the PCs have. And, yes, it does create more work. Also, I have no opposition to a GM completely playing RAW and strictly according to the rules. I was recently in such a game (until the GM bailed).

Gee... I wonder what game that was :-). I'll step off my soapbox on this matter. Probably not the place for it in someone elses game. Guess I'm a little frustrated at the lack of 2e games on these boards... which I love these boards by the way, and it seems like all the new games are PF1.

Not the GM here, but I though no "Prep" actions were allowed in PF2e... taking potions, casting spells, loading weapons etc. Are the enemies / encounters allowed to do the same?

Just saying if this is allowed, I'm going to start doing it too.
