Is this a 'Make an impression' roll? If so, then BK has a +14 and some hero points and can probably make the roll. Particularly with some aid of some sort. If not Zenobia should take the lead and BK can do a uplifiting performance to aid unless he crit fails. That will give her a +12 which is better than BK's skill in diplomacy.
