But don't we gain observation points each failure? This sounds like a terrible subsystem if one character without a good modifier for a particular skill can cause the entire party to fail.

Yes. This scenario's infiltration is ridiculously done. Almost like it's meant for you to fail. At this rate, it's probably more fun to just fight your way in... Q21 (Infernal Infiltration) does it quite well. This one just sucks eggs... Basically with the individual obstacles, you need to roll until you get the required number of successes.
You can aid but it won't make that big of a difference here
Do you want to just Edge Point the last failure and take your chances later?
