This is what is says on AON
"After the impulse's other effects, you can move one creature targeted by the impulse or in its area 5 feet in any direction, or 10 feet if it's in a body of water. This can't move the creature into the air. You can choose only a creature that's willing to be moved, that failed its save against the impulse, or that you succeeded at an impulse attack roll against.
So it does not look like it moves more on a crit

Ulfgar is quite proud of being a dwarf. But it is not without it's limitations.
Perhaps the biggest limitation were the little legs. Which meant that frustrating moments like this, when his opponents wouldn't come to him came up. It was going to take him some time to get to them.
In the meantime, he gets as much closer as he can before pulling out a javelin and hurling it at the yellow garbed bandit.

His sword breaks into a long segmented chain of blades as he swings through the cloud of gun powder smoke. He flips a cartridge into the air with his thumb and catches in his gun barrel before the blade snaps back. He moves into a more central position.

"All of this because your team lost a game? You know they can compete next season, right?" Cirri scratches her head before watching Ovidivo pull out one of those things.
"Wooow. Dad has one of those pistol shoot things. He says it takes a lot of discipline to make sure it doesn't explode in his hands. But then I think maybe you could stabilize it. Maybe like a muzzle to silence it, or a long- OW!" Cirri squawks as the man in red slashes her arm.

Lorqinor shoots Blue with water, hitting him in the chest and shoving him backwards. Kosh inspires his comrades but his crossbow bolt flies wide of its mark. Achurius protects Cirri from Red.
Blue takes a step East, pulls his sword from its sheath and attempts to poke Ovidivo.

FYI, these guys had an AC of 16. The crits were just devastating...
Pallomar has kept the cart moving the entire time. As you finish up combat and prepare to continue escorting the cart, a group of basilisk fans comes around the corner. One of them spots Pallomar. "That’s him! That’s the dwarf who insulted our basilisk team in his article!" The crowd turns ugly quickly, and they begin rushing in your direction. Pallomar snaps the reins, and the cart accelerates away from the crowd, leaving you behind.
This next encounter is a chase encounter. Basically, stay ahead of the crowd. If they catch you bad things may happen :). You will make skill checks and gain 'chase points' (CP). CS/S/F/CF - +2/+1/0/-1 respectively. Not making a check is an automatic crit fail. To successfully pass an obstacle, you need 2 CPs.
