So looks like we got the Outsiders with a possible prefix.
Order settled as Canary recruits Oddball who quickly recruits Nightwing, together they contact Mariner and the group hears of Sentry who points them towards OMAX which completes the team. In that case the first three are within a week or so then a couple weeks for Mariner a week or two more then Sentry and OMAX within 2ish more weeks, around 1.5 months for the whole team to get together.
Does that work for folks?

I think we're fairly good to go with that, yes. Still trying to come up with an honorific for the Outsiders....
I expect with things being a weekend, we may jump off to a slow start. I've got a viewing to go to on Sunday myself and will likely be out of touch then, but I should be able to answer questions on Saturday at times throughout the day.
For now, we will be running theater of the mind, and likely will be splitting the party some since the Legion has done so.

Oh, what's up with sentry having impervious 10 toughness? The default for M&M3 is that it's limited to half PL.
I’ve always ignored that. I’m happy to lower it if that is what reckless wants.

No, in 3rd edition, it ignores half your ranks in Impervious or less effects, so with Impervious 10, he ignores effects of level 5 or lower.
Almost every example of tough heroes in the Basic Hero's Handbook and Hero's Handbook have Impervious greater than 1/2 their PL and some even have it higher than their PL.
10 is fine, higher than 12 would be an issue.

You can replace that with something else; for "free", I'm going to say you have not only comms, but a base of operations as well. Although, to be fair, the base and comms were both furnished by the Hood.
The base is a bunker under an abandoned warehouse in the Narrows. It has a decent computer/police monitoring set up, as well as some rudimentary exercise and target practice facilities. It was not discovered by Daredevil or the police when they shut Oliver down.

I'm wanting to make sure I am getting this right before it comes up.
First, I messed up and spent two points to make my hearing acute, not realizing that hearing is already an acute sense. So that gives me two points back. I'm going to move one of those points into Extended for hearing, and the other to buy more perception skill points.
So for hearing perception checks I take a -1 penalty per 10,000 feet (Not quite two miles). I bumped my Perception up to +19.
I also have Penetrates Concealment for hearing senses, so I ignore penalties for barriers, soundproofing, etc. (Unless is it built with something like a nullify power).
I had previously missed this: Discerning details—such as clearly hearing conversation or reading fine text—requires at least three degrees of success on the Perception check.
So you have to get a 15 to clearly hear conversation.
That should mean that I can hear a conversation clearly at 40,000 feet. That was closer to my goal with the design.
Reckless, does all of that sound right?
The main goal of this is to be a plot hook generator, and a back up means of communication for the team.

With senses that wide, the issue is distinguishing the important bits. I'd suggest either analytical to say that you can sense the small details and let you recognize an ally out of millions of people. Or you could call it something like "perception filter".
You can replace that with something else; for "free", I'm going to say you have not only comms, but a base of operations as well. Although, to be fair, the base and comms were both furnished by the Hood.
I'll keep my existing commset in addition to the team one.

Alternatively/Additionally you could use Analytical (Hearing) to be able to sort out/clearly hear details, but if you want him to have to figure out the different sounds he's hearing, what you have seems right. I could see the Analytical Hearing be something you pick up with practice after gaining hero points....

Weirdly, the official Superman build in the DC book has Acute and Extended Hearing but not Analytical. Hearing is an acute sense already, I think, so that seems redundant. But the rules were new when they were making that so maybe there were mistakes.
I'm going to ditch microscopic vision and take Analytical hearing to be able to distinguish sounds at a huge distance. I'll update the build in the profile.
Also dropping a couple points of perception and adding accurate to perception.
And now finished.
