First, sorry for the last-minute responses to you! I'll try to be more punctual going forward.
1) Yes, that was my conception as well--the elves are long-lived, they don't have to be in any particular rush and dwelling in the area for a few decades makes you a fixture for humans, which goes a long way towards providing cover stories ;)
2) At this time, Orrias' loyalties are to Kyonin--if his people asked him to make sacrifices he would make them, but part of the job is that he has considerable discretion in how he works, and he has a strong sense of the worth of people so he would push back on an order he perceived as unnecessarily callous or destructive if he thinks there's a chance something better would work.
3) Orrias finds non-elves fascinating but thinks humans are dangerous despite their best intentions; a good and righteous king may have a son or grandson who's cruel and self-serving, and humans seem to whiplash around in a way that other races simply don't. Orrias keeps his reservations to himself, of course, but he thinks the less-longer-lived races could use a strong dose of elves' sense of perspective. The challenge for me will be trying to convey all that without coming across as paternalistic.
4 & 5) Sure! I figure Navy is a good place for an NPC rival because he can be powerful and vexing but he and Orrias can be just slightly out of each others' reach (duties taking one or both out of the city for stretches, or just not crossing paths due to jurisdictional issues, whatever you can cook up) until you're ready for him to be encountered. As for Tira, Orrias isn't disinterested in romance in the medium-term, but in the short term he prefers to keep things professional in order to ingratiate himself into any dissident/rebel circles he can reach.
6) I don't think any one song captures all of his facets, but Boston's "Foreplay/Long TIme" is a great ballad for Orrias' more fun-loving and whimsical nature.

He's at the protest to Stay up on Current Events, so I've been including the +2 to his Perform and Diplomacy checks during the protest.

@Pip - Whoops! My failure to properly copy/paste/replace, it should have said Anarchists. The Anarchists were, indeed, talked down by Nerris as part of her second action. It would be a visible change in how the protest was developing. You are welcome to leave the action as is, or change to an alternate action, if you like.

also, i know i'm not dead. I guess it was kinda like a observation of how Sara is now (down after two hits) to how Caladra is (guns blazing and doesn't care).

Ah, you’re right! I had only thought about movement, but that would affect everyone within the crowd to gain cover against attack. Mea culpa for overlooking that...
Crowds: Urban streets are often full of people going about their daily lives. In most cases, it isn't necessary to put every 1st-level commoner on the map when a fight breaks out on the city's main thoroughfare. Instead, just indicate which squares on the map contain crowds. If crowds see something obviously dangerous, they'll move away at 30 feet per round at initiative count 0. It takes 2 squares of movement to enter a square with crowds. The crowds provide cover for anyone who does so, enabling a Stealth check and providing a bonus to Armor Class and on Reflex saves.
I don’t want to completely take back the last three rounds of combat, however there is only one hit that would not have landed with these cover rules in effect:
- Thug #2 would not have hit Orrias for 5 points of damage
All other hits would have landed as rolled. Therefore, Orrias gets those 5 HP back, and we'll all remember cover for the coming rounds. Sound good?
The movement conditions are definitely in place... for now!

I'm sorry if I sounded irritated too. It was more me asking because in my time playing I've seen it only come up twice and well yesterday was one of them. I've been playing for three years...
No problem at all! I know I post every day, but I definitely don't think about the rules all day every day, so it's always good to be reminded to post what they actually are, so that we're all on the same page. :)

Since it's healing damage, it's curing both lethal and nonlethal at the same time, so you're effectively healing 7 points of damage and bringing Pip back up to +3.

Oooo.... Yeah you are right. I was reading Pip's health bar which said negative 4 but that was all the damage which doesn't stack. Pip's at 3 with all the nonlethal healed.

Is it possible to use a Withdraw action while crawling on the ground?
I sort of imagine Pip using a crab-walk scuttle to quickly escape the Dottari...possibly making Zoidberg noises as he goes.
Otherwise, I'll probably feign unconsciousness to delay until the Dottari is out of reach so I can get up and escape.

I believe you can crawl 5' without provoking as a full-round action.
Also, Sara: the dottari by me is kicking!
