A Dandy Ranger? Perhaps well-studied of the methods of the Balacazars (Favored Nation)? Or if it is truly a whole Nation, then I suppose he'd be on a mission against (very nearly) nobility itself. Sounds more of a Pimpernel than a brute. If such could be woven into your intentions?
The Scarlet Pimpernel? You might be better off making a heroic vigilante. (pun there). The group has been figuring out how to start itself out but I'm going to make the first gaming post today in a couple of hours.
I think that will work. Work in a level of vigilante and see how that turns out. There's a ranger organization you can join, I believe.
