I'm planning on coming in with a new PC to be the Marshall - probably a sword-and-board type, less of a glass cannon than Ahran was. I'm planning to flesh him out a bit tomorrow and will post up and join in as soon as I can. As Tarondor alludes to, things have been a bit unsettled here recently!
I've been thinking about a worshipper of Iomedae (or similar deity) who has been drawn to the area precisely because of the recent turbulent times, to try and do their bit to help.

Piotr examines the ring and realizes it is cursed. Like and yet not like the rings belonging to Hargulka and the Stag Lord, this ring appears at first to be a Ring of Animal Friendship, but it is in fact designed to drive any animal utterly insane with rage shortly after the ring is used, making its wielder the target of that rage.

Not sure how we want to handle introductions, or just say that Galen arrived shortly after the sacking of Stagfell and over the following months earned the trust of the leaders, becoming Marshal?
Here's a brief bio:
"Galen grew up in Restov and served as a guard for the
Temple of Sarenrae there. Moved by the plight of the people
of Stagfell, he has left to offer his services to the land. He combines skill at arms with mastery of a heavy suit of full plate armour, and is comfortable riding long distances between isolated towns and villages to carry out his work."
I think his Marshal rule modifier is +8: +2 basic, then 6 ranks in Survival.

How long you have is really up to you. There is no ticking clock. We can have months or years go by before you venture to Candlemere and yet more months or years before we move on to Book 3. It's up to you.

The Marshall adds his (unmodified) Dexterity or Wisdom modifier to the economy. For every 5 full ranks in Survival, he adds a further +1. Galen has a 10 in both Dexterity and Wisdom, meaning he does negate the -4 vacancy penalty, but doesn't add anything.
Do you want a different role, or do you want to rework Galen?

For this campaign, we'll be using a rule from Ultimate Rulership. Instead of leadership roles being based on ability scores, they are based on skill. Each leader uses a Leadership Role Bonus.
Leadership Role Bonus: This is an amount equal to +2, plus 1 for
every rank in the leadership role skill, plus 1 for skill focus in that skill, plus 1 for the leadership feat. "Rank" means the raw number of ranks in that skill, without any modifiers for ability scores, traits, feats (other than skill focus and leadership), spells, items, etc., none of which affect the leadership role bonus.
The leadership roles and their associated skills are:

Sigh. I really need to update those rules.
Okay, I -like- those rules and want to use them (they're from "Ultimate Rulership"), but the Excel spreadsheet I'm using is so important to tracking the kingdom that I don't think I could run this game without it, and it doesn't seem to use that formula (something I only now noticed).
It uses the following rule also shown in my house rules:
Leadership Role Bonus: This is an amount equal to your attribute modifier, plus 1 for every 5 ranks in the leadership role skill, plus 1 for skill focus in that skill, plus 1 for the leadership feat. "Rank" means the raw number of ranks in that skill, without any modifiers for ability scores, traits, feats (other than skill focus and leadership), spells, items, etc., none of which affect the leadership role bonus. Certain abilities that let you substitute one skill for another will still function here (for instance, a bard's Versatile Performance will allow the bard to use his Perform skill in place of his Diplomacy skill.)
So your attribute modifier (Dexterity or Wisdom in the case of the Marshall), does matter.
I'm sorry for the confusion and I'll put re-editing those rules on my to-do list.

That is definitely not a new rule:
IMPORTANT One rule I'm going to ask you to accept and abide by is that your characters will not take funds out of the Treasury for personal use (and hopefully won't have to put any into the Treasury from personal funds) except in case of real national emergency.

Skill Check: Successfully creating a magic item requires a Spellcraft check with a DC equal to 5 + the item’s caster level. Alternatively, you can use an associated Craft or Profession skill to attempt this check instead, depending upon the item being crafted. See Magic Item Creation for more details on which Craft and Profession checks may be substituted in this manner. The DC of this check can increase if the crafter is rushed or does not meet all of the prerequisites. A failed check ruins the materials used, while a check that fails by 5 or more results in a cursed item.

If Piotr has craft wonderous he should make your items. I think he is a tad better at Spellcraft.

GM, I just glanced at the spreadsheet. Alister is listed as having 2 ranks of Knowledge, Nobility. He now has 5 ranks, which should give him another +1 on his kingdom bonus.
I think it's time to build the barracks and a house. That should reduce unrest by 2. Alternatively, a shrine to Sarenrae or Abadar could give us -1 unrest and +1 stability (neutral alignment), plus the house's -1 unrest for a total of +1 stability and -2 unrest. I could see either making sense for the town.

The Deathwine scroll will be an RP opportunity. Piotr chose Necromancy as an opposition school, so he isn't likely to scribe any other Necromancy spells. RP-wise, it's worth buying to keep it out of the hands of a less scrupulous spellcaster.
