Please bring back Lauri Vaus in a future AP!
Yes, she is technically evil, but is such a quirky and fun character that she deserves another appearance!
For thoses not yet in the know, she is an NPC that appears in Escape from Old Korvosa and Skeletons of Scarwall.

Sorry.
It's too late to fix it, but the correct spelling is Laori Vaus.

Erik Mona apparently isn't that much into perky goth tsudere goth lolis
I searched his posts and that one didn't show up! I knew I'd seen it before, though. Thank you for finding it. ^_^
As for getting a mini of Laori, you might be able to make a decent approximation using HeroForge. You'll still have to paint it, of course, but it's better than nothing.

Given our party dumped her in an unmarked grave somewhere outside Scarwall it would feel wrong meeting her in a different adventure. A bit like Karzoug making a reappearance 'just because'.
Is there an official Paizo policy on reusing NPCs that might not survive to the end of the AP?
Yes: officially no AP assumes that any other AP has happened. That way groups can play them in different orders, or even the published order, and not have the way that their group played invalidate a different AP.

Also, we could take him at his word on Laori Vaus.
So unless we had some reason to re-illustrate her, and unless that illustration took a decidedly different approach than "cute girl in a razor-blade catsuit," there is a precisely 0% chance that I would want to make a mini of her.
... emphasis mine.

I didn't remember any ones that had names in CotCT reappearing in SS... but I haven't slept much today. Are you referring to any named individual?
Depending on how you define "NPC who appears in CotCT", there's one in Serpent's Skull too. ^_^

Laori was our group's favorite NPC from CoCT as well. She was so positive and perky! As opposed to Count Obviously Going To Betray Us we dragged around for a chapter; we referred to those hangers-on as "The Boner Squad" to their faces. The vast majority of NPCs you meet in APs are grey and blah, either "I'm cagey!" or "I am a no nonsense authority figure!" or "I have no personality other than needing help!"
We also liked that Grau guy, but in the end he didn't have as much game as Vencarlo so my PC ended up going after him instead. And that one Shoanti guy. CoCT had a lot more memorable NPCs than the average. (I think maybe sometimes devs lose track of the fact that memorable = enjoyable to actually interact with).

From what I heard(from someone asking if anyone has ever actually allied with the other guy), isn't the betrayer the one you doesn't ally with?
Anyway, that personality problem sounds rather alarming if your gm can only play npc in three ways(though I'm assuming that cagey means Nicholas Cage so thats awesome/hilarious) .-. I'm bit sceptical about all APs only having 3 types of npc, though some roles do keep repeating.
Like if enemy npc also belong to those three categories... Or wait, are you just counting non hostile npc? ._.

Yes, non-hostile. Hostile NPCs tend to suffer a bad ending.
