When you add an armored kilt to a suit of light armor, the set counts as medium armor. Likewise, a kilt and medium armor counts as heavy armor. Adding an armored kilt to heavy armor has no effect.
Mithral: ... Most mithral armors are one category lighter than normal for purposes of movement and other limitations. Heavy armors are treated as medium, and medium armors are treated as light, but light armors are still treated as light. This decrease does not apply to proficiency in wearing the armor. A character wearing mithral full plate must be proficient in wearing heavy armor to avoid adding the armor’s check penalty on all his attack rolls and skill checks that involve moving..... So you still need hvy armor proficiency and this shows the armor doesn't change categories.
you can add the armored kilt to tatami-do and it has no effect (other than cost $20 and adds 10lbs encumbrance).

Azothath has is right. Even though mithral tatami-do counts asmediumHEAVY armor for proficiency, it's still heavy armor. Adding an armored kilt does nothing (beneficial) and will cost you money and weight.
As quoted by a prior poster, Mithril Tatami-do is still 'Heavy' for proficiency purposes.
At the end of the day, the question is how the Armored Kilt's 'Likewise, a kilt and medium armor counts as heavy armor. Adding an armored kilt to heavy armor has no effect.' text interacts with Mithril's incredibly vague 'Most mithral armors are one category lighter than normal for purposes of movement and other limitations' text as you could interpret 'inablity to gain a benefit from an armored kilt' as an 'other limitation' of heavy armor.
Honestly, I'd suggest ignoring the existence of the kilt entirely: The fact that they were never PFS Legal is a pretty good indication that no one is really certain how they are supposed to actually work in cases like this...

Oh, this works even better then.
From what I understand, from what yall are saying, if I had a mithril Tatami-do, I can still enchant it with Advancing, which requires heavy armor.
That was my main goal in all of this. That, and have a good, high Max DEX, which I will have. +3 Base, another +2 for mithral, and +3 for the armor being barding for a Charger (so, eventually up to +3). The cat's dex mod will be +8, so it works.

on a side note check MIBS(magic item body slots) as a non-humanoid has a different set, and there are two sets... one Standard(Anml Archv, Ult Equip){scroll down to Magic Item Slots for Animals} and one PFS FAQ(which is a bit more comprehensive).

I thought there was an FAQ on this exact question, and maybe there is one that I can't find, but all the parts you need come from this post from SKR back in 2010. You can't make a Heavy+ suite of armor to reduce it back to heavy. This is even reproduced in the d20pfsrd page for armored kilt, one of the many nice amenities that people overlook in favor of AoN.

(Mithral) does not change the armor’s actual category, which means that you can still store a creature one size category larger in a hosteling mithral fullplate, and you can’t enhance a mithral breastplate with special abilities that require it to be light armor, like brawling (though you could enhance it with special abilities that require it to be medium armor), and so on.
