Prior to making post, I added Mutant Cryptid Adjustment to a Living graffiti.
A mutant cryptid can defy the normal expectations of its kind.
He's still flat in shape even at out of surface, but always self-aware and travelled over many surfaces mostly before mutation.
But... is this allowed in general?

Well, you are talking about creating NPC creatures - probably as enemies. So I am assuming that you are the GM.
Which means that 'allowed' is a bit of a loose term. The bigger question is if it is balanced. If a combination is not balanced, then it runs the risk of being too difficult (or too easy) for your players to handle.
I'm not seeing anything out of the ordinary for the combination. A Mutant Cryptid Living Graffiti that can pop off of its surface temporarily would just make it as powerful as a normal creature. Not more powerful.

Going by the question in the title, my answer is no. It moves like a living creature, but is not alive. Think of the "living dead," as another example of this use in English.
Going by the question in the post, it could go either way. As the GM, your goal is to create an interactive, intriguing, and challenging story. Will your players feel cheated or intrigued by a non-/living creature with abilities like a living creature? Will they even notice?
