I am making a character for Agents of Edgewatch. He is a Fighter and served in the Sally Guard (Ancestry is not sure). But I am utterly stuck on the backstory. Do you guys have ideas on why he would have joined the city watch? Other than for money or out of a sense of duty. I would be grateful for any ideas

You can probably fall back on a lot of tropes that work for cop show/movies. Just a few ideas off the top of my head:
-Kid of a guard trying to live up to the family expectations.
-Poor, unconnected kid trying to escape that life by joining the watch (steady pay without needing an education/apprenticeship).
-Rebellious son of a career criminal joining "the other side".
-Low-scale corrupt opportunist who's softened up and come to feel a sense of camaraderie with his fellow watchmen.
-Lost a loved one to crime (gang violence, serial killer, etc.) and feels duty-bound to stop it from happening to anyone else.
-Rescued by the watch as a kid, now hero-worships them and wants to be one.

Yes... it sounds like the Sally Guard Neophyte your gear is probably substandard, and so likely from a poorer area. But your enthusiasm and dream was obviously to take your place.
Perhaps you grew up in a poor area, perhaps an orphan taken in by a friendly, maybe even popular, poor individual. You might have lived in what used to be an old guard post that fell into disrepair after it stopped being used. Some of the old gear such as armor and portions of uniform might have gotten left behind in an old storeroom. Your adoptive caretaker may have given you some of it to either play with at an early age, and you may have eventually grown into it.
Though being a generally good natured soul, your caretaker might not be entirely of the cloth that considers the truth as important as a good story. Perhaps you grew up with the understanding that all those things you 'inherited' used to be from when they were a 'guard' back in the day before 'things happened' and the retired.
So in the end your experience with the Sally Guard wasn't what you expected, you may one day find that your guardian wasn't completely truthful to you... but it could be that the Edgewatch and they team they assign you to may become the family you always needed, and the opportunity to be the helpful part of your community that you had actually dreamed of one day becoming.

If your character is less than good-inclined, perhaps they're paying a debt to society:
A criminal who was caught and is serving terms in the guard to pay off the money they owe to the government or in lieu of a prison sentence.This is a thing that has been known to happen irl, so there's a ton of precedent for it.

Similarly, a character that has a bit of a power complex and likes ordering commoners around, so joined the city guard to indulge in that.
Would probably fit better with the way the party gains loot and wealth in Agents of Edgewatch...

TBH the first thing any GM should do when preparing to play AoE is blasting the corrupt cops loot/wealth system to oblivion.

The campaign backgrounds all give great ideas. From do-gooders to do-badders who got caught and are trying to turn their lives around.
Minor off-topic aside: It's fascinating to see how the common terms for people who do good or bad that we have today are split.
Evil-doer in the classic vein of noun-verbers familiar to any fantasy aficionado, like spellcaster and firefighter, and
Do-good (now do-gooder), in the much more niche and reportedly pejorative vein of 'pickpocket', 'spitfire', and 'swashbuckler'.
Anyway, there are some excellent examples here. This AP rather turned me off for reasons similar to the one Raven Black mentions above me, but it would be neat to approach it with a Terry Pratchett City Watch vibe.

Yeah. I would recommend a combination of Automatic Bonus Progression and letting players requisition equipment from Edgewatch HQ or from partnered merchants in town using 'reputation' value that they earn from their adventuring.

Yeah. I would recommend a combination of Automatic Bonus Progression and letting players requisition equipment from Edgewatch HQ or from partnered merchants in town using 'reputation' value that they earn from their adventuring.
We did this for our game - it not only meant that we don't have to shake people down just to get level-appropriate gear, it also gave the decision to play an honest or corrupt cop more meaning.
