So is there literally only 8 cities in Minkai?

So players are currently done with bandits, so for my homebrew this question rises its head again :'D Minkai has eight provinces named after cities, but the jade regent gazetteer never spells them out, but pathfinder wiki assumes (quite logically to be fair) that the said eight provinces are the only eight cities listed on the map. I guess that is fairly safe assumption, but I'm slightly scared of "what if 2e introduces more cities so I assumed provinces incorrectly"

So I'm checking if I'm missing anything and this is literally only information that we have of provinces, the short gazetteer on cities themselves, that one of them actually has a named governor and one of them has comment that governor is lenient?

But yeah, it is handy for homebrew since it means I can fill in 7 governors myself, but its kinda scary tbh since I'm expecting any future 2e minkai info to fill in blanks

Since there's supposed to be a twenty year time difference between PF1e events and PF2e events, mebbe a lot could 'change' over a span of a few decades in your homebrew of Minkai and the 2e information, if any, could end up being guidelines for the future? ;p

I ran it as 8 provinces with 8 capital cities, and if there's other cities later then they aren't capital cities, and weren't as important to the political landscape of the Rebellion Era.

8 cities on map do kinda feel like they match where provinces would be because it separates the three decentralized regions to be in the north eastern part of Minkai. It does mean provinces are more dense in south though but it does again separate three north western provinces to be their own thing which fits with how ap presents things.

That will be something that can hopefully be expanded in an Tian-centric book someday.
