Minus the 3 target restriction. There's been a good amount of grumbling about blasts not being very good and propositions of a damage booster of some kind but I think that alone would be a little boring. Having a 2 action routine to attack 3 times would be more interesting and give you a decent turn when you aren't using overflows. Would work good with stoke element for those who wish to focus on blasting.

I agree with both reasons. It is not a particularly powerful ability (unlike flurry of blows) so having this just be part of the base class would be fine.
(The reason its not very strong is that it adds a 3rd MAP attack after attacking twice - that is some benefit, but 3rd attacks are weak so the free component is not very much. It still requires attacking twice, so things like move-barrage-move are impossible, as are barrage-2 action impulse.)

2 actions to miss 2 times doesn't sound fun.
It's technically better than just attacking twice, which would be a typical turn when you don't have a good reason for an overflow. A typical flurry, 2 attacks for one action I thought about but that's stepping on the toes of monks and would be significantly better as you could pair it with a 2 action overflow. This is a decent compromise. At least better than blast barrage as written.
