It's worded "When a creature slays a linnorm" and "it must succeed at a DC" and that's a singular 'a creature' and 'it' so I'll say the killing blow. However since there isn't a specified target or trigger line, a DM could say the party is affected and each one is 'a creature' and 'it' in the curse but that seems a bit round-about to me.

I think you misunderstand my question slightly. I don't mean "does just the person who does the killing blow get the curse? Or does everyone involved in killing a linnorm get it?" I mean "Out of all the people involved in killing a linnorm, how do you decide who gets the curse?" That said, it does seem to be person who got the killing blow, for the reason Greystone said.
