The inquisitor spell list is a bit more like the clerics than the occultist's is IMO. Neither teamwork feats & stern gaze nor circles & object reading etc. are cleric-y; the reliquarian does get a domain which the relic hunter doesn't.
I'd call it for the inquisitor, barely, but it should really be on whether you'd rather have more of a people person (inquisitor) or an expert on items (occultist).

I'm a lot more familiar with the Occultist than the Inquisitor.
The Occultist's Focus Powers are often Spell-Like Abilities that rival/excede the power of their actual spells. So you might have to look at their Focus Powers as well as the spell list to get a real feel for it.
With that said, I think avr's right. The Occultist might be able to do it with the right vhoices, but the Inquisitor was designed to be more analogous to a Cleric. Without significant effort I think the *Inquisitor is much more likely to feel like a Cleric than an **Occultist.
*I don't know this archetype of Inquisitor, so if it's particularly non-cleric-y then that might change my mind.
*This Occultist archetype is more cleric-y than most, but it's still a (mostly) INT-based caster with access to a lot of more arcane-y spells.

neither is really optimal for performing a Cleric's role as they take a hit on spellcasting, particularly at the high end. Secondly each suffers school limitations and if they don't have conjuration, healing flies out the door as well as using spell trigger/completion items based on that spell list!
Cleric: d8HP, skill points 2+, full spell level divine WIS based caster. They are restricted on a few spells by Alignment. Options with Channeling.
The inquisitor d8HP gets a bit more skill points at 6+. The archetype trades away Judgements etc, sacrifices damage dealing potential for a few occultist abilities... Poor choice overall.
Inquisitor is WIS based reduced spell level divine spellcaster. At least they get more schools via relics as they progress.
The occultist d8HP skill points at 4+. The archetype moves from INT to WIS, psychic to divine spell casting, exchanges one relic domain for fixed deity domain, suffers as INT based acquisition with WIS casting so automatic split ability score focus. Basically a divine casting Occultist (best at scouting, ranged support, utility).
Again, acquires more schools as they progress. Overall less change to the base class than with the Inquisitor but splitting primary stats is not helpful.
I'll have to take the third choice:
> If you want tons of utility spellcasting then Mystic Theurge (esp if your GM agrees to early access). The Cleric version works best.
another option is Samsaran(Mystic Past life=Witch) Diviner with two levels in Monk, Rogue, or one level in Cleric, Ranger, or Fighter.
> If you want to retain 1::1 combat abilities, Samsaran(Mystic Past life=Druid) Inquisitor.

Maybe Medium channeling Hierophant then? Medium is normally a 4-list caster with cantrips, but channeling Hierophant or Archmage turns it into a 6-list caster. Medium also has a few early access spells like Haste as a 2nd level spell instead of 3rd.
Maybe an Outer Channeler with the Agathion if you want Lay On Hands instead of Channel Energy. Though the bigger draw for that Archetype is the 'free' improved familiar.
Or Relic Channeler if you want the relic feel you seemed to be going for with your other choices. Relic Channeler Hierophant or Archmage gets basically twice as many spells known as a normal Medium.
Uda Wendo can you get a domain as well.
