Do all PFS Characters actually start out with Pathfinder Society Lore by default?

This has come up in recent scenarios, but I'm still confused. The two relevant passages from the online guide are (bold for emphasis):

Character Creation: Membership in the Pathfinder Society said wrote:
During their training, Pathfinder initiates attain a certain level of proficiency and background knowledge. To represent this, by default all pathfinders start with Pathfinder Society Lore as a trained lore skill. If they would already start with Pathfinder Lore skill from their background, they gain either Academia Lore or Scouting Lore as trained skills.

Additional Character Options: Pathfinder Training said wrote:
Characters who have ties to a school or who are field commissioned receive a bonus lore at first level. (This replaces the Pathfinder society lore that all agents gain by default.) At 5th level they also gain a bonus skill feat.

Was the guide updated for Season 3?

All characters start with a bonus Lore. If, at level 1, you haven’t picked one of the other school-specific Lores(or picked Field Commissioned), you start with Pathfinder Society Lore.

It's written that way for people who are either overwhelmed by all that Society has to offer, or for those who simply aren't interested in delving deep into all the rules.

For those who just want to jump in and play, congratulations! You have Pathfinder Society Lore.

For those who have been doing this a while and want to customize their characters more, congratulations! You can pick from these other options instead.

It's very useful. Instead of having to ask a newcomer what faction they are and what schools they picked, you just give them Pathfinder Society Lore, put a healing potion in their pack, and tell them they are enrolled in Horizon Hunters for the moment.

As they get more experienced, they can make other choices, but it gets them playing without pressure. It is also something that scenario writers should consider when crafting adventures, as most parties should have at least one player with Pathfinder Society Lore.

The intent of it is fine, and helpful, even. It’s still confusing the way it’s presented. I’ve had it come up at least three times in the past month where a GM or someone at the table said some version of “everyone has Pathfinder Society Lore,” twice on a scenario that specifically calls for the skill where the GM allowed everyone to roll it as though trained. So either it’s being treated differently at different tables, or someone has to speak up and derail things momentarily to tell the GM they are wrong.

That was the intent of my question, Ferious Thune. I've seen it presented the same sweeping way in recent scenarios but to anyone who has chosen a different lore skill based on their school (or field commission), it needs to be a conscious choice to retain Pathfinder Society Lore or not.

There are a lot of people who are now treating it as an "extra-extra" bonus lore at 1st level.

Oh, how quickly misinformation spreads. Ours VOs should probably blast out a reminder that if you didn’t choose Pathfinder Society Lore from your school training, you don’t automatically have it trained.

As per usual, some of the people confused about the rule are VOs, which then leads to the incorrect interpretation spreading. Not saying it’s their fault. It’s confusing in the guide at the moment. I mean, it’s clear if you read everything, but if you only read the simplified section, which is often what happens at the table, then I understand where the misinterpretation comes from.

1. Yes, the guide was updated for Season 3. :)

2. As others have noted. *By default* all PCs get pathfinder society lore. If you chose to take a school, that *replaces* that default lore. It is the responsibility of the player who has chosen to take that additional option (School) to have read and understood that.
