No, you can cast a spell from a materia as long as you have enough MP to do so. The number of stars just adds extra/more powerful spells (so a 2 star fire materia would allow you to cast fire and fire2/fira).

Oh, no worries. With 5+ different types of materia in the reference game and no actual example of the thing we're talking about, it's all kind of "mushy". Regardless of how you handled it, a proper materia system that jives with PF2 would need to be reworked and reimagined along one angle or another; I was more looking at the angle of the discussion where the question had been posed about whether a per day type talisman could mimic FF7 materia. The fully correct answer to which is "It would accurately mimic certain types of materia but not others, though it would likely be a good framework for establishing a materia subsystem for your gaming group."
I think I'd probably want a single materia framework where they all work the same way but cover effects that came from different types of materia in FF.

YuYu Hakusho was my first manga ever.
If I ever do a monk, my Ki Blast will be fluffed like "Spirit Gun", and I might do a Duskwalker... :P
I don't think you'd even need to do any reflavoring. We've got Wild Winds Initiate for a Spirit Gun, too. You can flurry with it for Double Spirit Gun, and there's also Wild Winds Gust for Spirit Shotgun. Admittedly, why only choose one set of feats or the other, when you can have both?
