I am looking to make some Smurfs, but short of just making a race, what options do I have?
Is the Blue race from Psionics Unleashed legit?
Smurfs were originally related to Elves... only blue, and just three apples tall. Mostly male, as Changelings are mostly female. Long-lived like Elves.
Small is perfectly acceptable, I am not looking for any size-related shenanigans. And I am hoping to avoid 3rd party/homebrew.

Smurfs seem like tiny sized creatures. They don't really have powers other than being fast and hard to find. They're really thick headed, with much of the comedy focused on their obliviousness.
I'd take a svirfneblin, shrink them by a size, raise their speed to 40ft, remove their racial hatred, darkvision, stone cunning, and underground bonuses and replace them with forest stealth bonuses and low light vision.

Pathfinder kind of breaks when you get down to tiny size. The default reach being 0 ft is bad. There is no such thing as finding equipment in your size. Carrying things is a nightmare. Anything that does a hit+grab is going to end you even if you are a full BAB class.
Small is basically medium size with a few trade offs. The basics of reach and occupying squares is the same as medium sized, mostly because it would make life difficult if it was as different as tiny sized.

Yeah, but there are builds where that works okay.
There is no such thing as finding equipment in your size.
Pathfinder campaigns where it is the norm to have items made for you rather than just use what you find are not uncommon, but you have a point.
Carrying things is a nightmare.
Only at low levels, and remember this will be offset by the fact that the gear you equip yourself with with be likewise lighter.

Yeah, I had a Halfling Fighter who got Swallowed Whole and cut his way out like a half-dozen times. The Party called him The Bad Shrimp!
I was thinking it would be fairly hilarious to make a Size Small, or Tiny! Grappling Build. You take Agile Maneuvers and use your greater Dex instead of your lesser Strength. The Size Mod to Combat Maneuvers is only -2 for Size Tiny, and there are lots of ways to get your Grapple Mod stoopud high. I had a Grappler character with a full time +30 Grapple Mod at level 9.
I can think of few things more awesome than Rowdy Roddy Smurf humiliating and dominating an Ancient Black Dragon in a wrestling match!

Don't know how rules legal is would be, but you might re-skin the Mites. Maybe those little blue mushroom dwellers are the "good" Mites. I would say that size wise, these are closer to diminutive, maybe even Fine size. I started a thread or two on that idea, but I don't know that I'd personally want to ever play a Smurf . . . . . . .

Nope. It's a program feature of the boards themselves. I don't normally have a profile pic (no tech savvy enough to figure it out). Any post where you use the word "Smurf", will automatically change your pic for just that post to a smurf. Give it a try. It is rather amusing.
Side note: Does anybody know of any other gimmick on the boards like this one?

Mites are actually what got me started on this. I love those little guys. But the only playable Mite race is third party... then I found Blues from Psionics Unleashed, but Dreamscarred Press isn't Paizo, either. Not that I care all THAT much, but I would like to at least try keep it official.
Otherwise I would just make my own version of Smurfs...
So far, I am really liking the idea of any Small race being used, just in this party, you are blue and we call you Smurfs. The Halfling "Smurf" looks nothing like other Halflings we meet... same with the Gathlain "Smurf" or the Gnome "Smurf". Once you choose your Small race, it becomes a Smurf for you... all the others of that race remain unchanged. Only the characters in the party would be Smurfs.
There will not be a single Smurf NPC. They will never meet another Smurf outisde of the party. Given that there are only ~100 of them in total, and ~5% of the ENTIRE Smurf population has formed a party to go off adventuring... little Smurf village cannot afford to lose any more of thier population.

The main reason behind all of this is so I can make/play Gargamel. Lol.
And if the party doesn't put an end to my nefarious operation, then Smurf genocide is imminent... batch by batch, they will be fed into my contraption to be leeched of every last drop of magic in them... and Gargamel gets a Mystic Tier for each batch consumed.

Not trying to tromp on your fun, but with the numbers you just put up, I'm cackling a little bit at the idea of a Smurf "genocide". . . . .
Is there a Smurf world hell?

Just reskin Gnomes and call it a day. Heck, allow any small race considering the diversity amongst Smurfs. Just no tails.
This would be my recommendation as well. Take a gnome, make them tiny, add in an ability about being a magic item component in some dark rite, and you've pretty much got them.

What about Wayangs? They're grey/blue-skinned, apparently have a proclivity for weird headwear, and are indeed pretty good at stealth. Check the PFS adventure "To Seal the Shadow" for more info about them.
