Silent spell does allow you cast spell without pronouncing verbal component at all (in practical sense). Think of it somewhat similar to using inner poweres similar to psionics, to replace the need of Power Speech pronunciation.
Doesn't of course make spellscaster equal to psionics (even if they manage to go without any spell components), but similarities are somewhat the same.
Be aware though that spells (and even psionic powers) still usually have visual manifestation of the spell (usually refers to spells as a dweomer). So if you closely observed - ppl still can tell that you cast a spell (or at least suspect you using some form of a power).

Silent Spell allows you to cast a spell silently or when sound doesn't carry, as long as the spell has Verbal and at least one other component.
How does a Wizard cast Shield or other Verbal only spells in this situation?
Silent Spell is pretty limited, caster can't cast silently if the spell only has verbal components.
I don't know what @Abyssalwyrm is talking about.

the vast majority of spells are 2 action verbal, somatic. So I'm not sure I would call it that limited.
But yea, can't use it for shield. Or summon that are 3 actions.

They are 3 actions. You need 3+1 to do it.
I guess wizard 20 could do it with Metamagic Mastery.
