How many Reactions would a champion have if he had Quick Block at 8 and Divine Reflexes at 14? Does that mean he has a total of 3 reactions? (One can only be used for Shield Blocking, the other two for Retributive Strike?)

Yes. You would have the following:
1 general reaction that you could use for any reaction.
1 reaction that can only be used to Shield Block
1 reaction that can only be used for your Champion's Reaction.
Note that no matter how many reactions you have, you can only use 1 per trigger.
