I the Seekers of Secrets book, there is an item called the adventurer's sash and it is listed as weighing 3 lbs but it does not say how much it can hold. Does any one know?
Unless your GM has rules about benefits of being "secured against jostling" and "easier access" then it's a fluff item and doesn't have any mechanical effect. It's a move action to retrieve a stored item, so having a move action to unfasten a clasp does nothing, and dropping it as a move action is actually worse than dropping a normal item which is a free action.

It's described as having puches and a satchel - I'd rule the same as a backpack, even though the text doesn't specify.

Dropping an item as a free action is for actually dropping an item in one of your hands, as I understand it. Removing a backpack would be at minimum a move action (for Manipulating an Item), and possible a full round action if it's secured tightly. The Sash is no worse than this.

I thought it reduced the time needed to get a potion out.
Sash, Adventurer's: "This bandoleer holds six pouches along its length and a satchel at the hip. Each pouch has a stiff leather flap that can be secured against jostling with a clasp (requiring a move action to open or close) or left unfastened for easier access. The pouches and satchel each contain a number of loops and ties for further securing equipment. The sash buckles at the shoulder, and can be freed with a sharp tug in an emergency as a move action."

Retrieving a stored item is normally a move action, so it doesn't save any time per the description. Looks like just an alternate to the traditional backpack.
