BUT
Characters can purchase items of up to their level, or up to their level + 2 when they appear on a Chronicle sheet
So is the Character Option section correct? It seams to me that it is, but the practices locally differ depending on what section a person references and there does not seam to be any consensus.

This has been asked a couple of time before. The CRB says you can buy Common items at +2 your level. You can't buy uncommon or rare items regardless of your level.
The Guide says you can buy things off the chronicle at +2 your level. Items that appear on a chronicle are usually uncommon or rare items.

It has been clarified that these are the rules, which can be found in purchasing guidelines in the Organized Play Basics section of the guide.
You can always purchase the following items so long as you’re in a settlement of at least 5,000 residents (and scenarios may sometimes provide additional allowances or limitations):
Any common equipment in sanctioned Pathfinder content with an item level equal to or less than your character’s level (minimum 2).
Any uncommon equipment in sanctioned Pathfinder content with an item level equal to or less than your character’s level (minimum 2); your character must have access to this uncommon equipment such as through meeting its Access condition.
Any equipment listed on your character’s Chronicle sheets with an item level equal to or less than your character’s level + 2. Some items found on Chronicle sheets are available for purchase only a limited number of times.
Any items and services purchased with Fame.

My reading of the guide (Version 0.07) doesn't agree with the above summary.
The guide says you can buy any common item of a level no higher than your character level + 2.
It also says that if you satisfy the Access condition for an uncommon item, that item is treated as common for you. Based on that wording, I would interpret that as meaning you can purchase such items of a level up to your character level + 2.
I haven't spotted anything in the guide that specifies the level at which you can purchase items found on a chronicle; absent that, I'd probably rule that you couldn't purchase such items at levels higher than your current character level (i.e. no +2).
Caveat: I'm not all that familiar with PFS2, so I might have that last point wrong. But the guide seems pretty clear about the first two points. If there's a FAQ or Clarification that changes those, why isn't that ruling in the online guide?.
But just when that appears to be clear, we find

This appears to directly contradict my interpretation above, which could be stated as
Characters can purchase items of up to their level + 2, or up to their level when they appear on a Chronicle sheet.

My intuition would expect this to go the other way. If it's a common item, you can generally find it when shopping when you are an appropriate level. But if it's on a chronicle, it means you've already found the item in your adventures, and it would therefore be easier to purchase. Incidentally, that's how it works in Starfinder Society (You can buy your level +1 from the CRB, your level from Additional Resources, or your level + 2 from your Chronicle sheets).

Do Chronicle Sheets exist outside Organized Play?
Come to that, I'm looking at a player guide that I found on the Organized Play Foundation website. I'd expect that to contain information relevant to Organized Play.
If the "Player Information" document is wrong, why hasn't it been fixed?

I would bring it up with your local Venture Captain,
That would be Gary, and it's been locally ruled lvl+2. But it has been in the back of my mind that doesn't feel right.
Level of purchase limits
With that many times it list that it should be equal to lvl and only chronicles give lvl+2, it seems like that would be the intended ruling.
