If a psychic caster has a scroll, but is suffering from a non-harmless emotion, can they still activate the scroll?
Edit: I've flip-flopped on this enough times to settle on an answer of *shrug*.

Last I checked, scroll activation required reading the scroll aloud, and there is no special rules alternative for psychic spellcasters using scrolls. So they follow all the normal rules for scroll use. So if your psychic spellcaster is still capable of reading the scroll and and still provide the spell-completion requirements, they can use the scroll.
