There's a clothing item that combines several sets of clothing into 1 and allows you to change between them.
That sounds like exactly what your player wants, but as pointed out Environmental protection clothing works against specific hazards, so you would have to specify what it works against.
Edit: Reconfigurable clothing is the item.

The benefit of an environmental outfit can be added to another type of clothing (including a different environmental outfit) by doubling and adding together the price of both types of clothing.
All of my PCs combine Environmental Clothing with another type for versatility.
You could even use a set of Reconfigurable Clothing (same hyperlink) to combine 5 different sets of Environmental Clothing with 5 different Outfits for a total of 10 different functions ^_^

For example, I spent 245 credits on this gem:
Clothing, Reconfigurable
• Professional (archaeologist) / Environmental (dust storms)
• Athletic (bobsledding) / Environmental (cold climate)
• Environmental (radiation) / Environmental (zero-G)
• Travel / Environmental (hot climate)
• Uniform (Starfinder Society)

Bare in mind that the actual intended in-setting solution to this problem is "Wear light armor of some variety". Its technically possible to make ordinary clothing that also provides broad spectrum environmental protection, but people are going to look at you really funny for spending far more money on such than on ordinary business grade light armor.

Armor provides none of the circumstance bonuses that clothing provides you, though. Damage reduction, skill bonuses, saving throw bonuses. All for very little cost.
At the very least, go with Zero-G Environmental Clothing. The +2 will either cancel out your Armor Check penalty, increase a high skill bonus to the point of not needing to roll, or give someone with a +0 a very much needed bump.

the problem is my players defend in make a one single Clothing Professional with all protections.
I don´t know if is posible, and no house-rule is possible because even for one adventure path, he want to use it also in Starfinder Sociecity
Well then, if he is defending it he needs to show you the rules that says it's allowed.
Currently Nefreet quoted the rules that says Environmemtal clothing can be combined with (1) other environmental clothing by doubling and adding the prices together. That makes one "suit" that the player can wear. They can then put up to 5 different "suits" together into Reconfigurable Clothing, which would allow you have protections for up to 10 environments but with reconfigurable clothing you can only have 1 "suit" active at a time so you can't get the benefits of all simultaneously.

Well, yes, they don't provide the bonuses ( except possibly the one type of AbadarCorp armor whose name evades me right now ), but they also don't prevent you from getting those bonuses from your *clothing*, either. So spend the money on the fancy business attire, and wear it *with* suitable light armor.
