I like the idea of web guide but a PDF version also needs to be made available, just like we can get a PDF for the Additional Resources and Campaign Clarifications.

In 10th season PFSRPGG this Foundation mentioned in context of volunteering, not as source of rules.

Generally speaking, there is an effort to transition a lot of the logistical overhead from the Paizo site to the OPF website. Not only does it support the separation between what Paizo does vs what the OPF is designed to do, but it also gives us direct access to many of the tools we use (like the Guide) that could greatly benefit from regular updates. We don't need a version X.X of the Guide. Just a most recent update date similar to how the FAQ is posted. It also means we can add things like the convention volunteer questionnaires, convention FAQs, etc. without having to wait for the Paizo tech team to fit it into their busy schedule. Meanwhile, Paizo can continue to do what they do best - produce awesome content to play and host the database and product pages where they are located. OPF can focus on the logistics of running the campaign and maintain the rules that govern it.

Until this weekend, when I dug into the forums to try to find out the ETA for the guide, I had exactly zero idea about the OPF.
Frankly, a document that includes a section explaining what organized play is---and is at least in part intended for an audience of new players-- shouldn't require so much effort to find.
A single link on the paizo page where I'm used to getting the 1st edition guide would have made all the difference. I guess I've learned more about PFS in the process, but it hasn't left me with a positive impression.

I had exactly zero idea about the OPF.
Which is precisely why some of these activities are occuring. Many volunteers have the false impression that they are volunteering directly for Paizo when if fact they are volunteering for the OPF. To many that is a fairly subtle difference, but its an important one nonetheless.

I would expect some of that in the future, but as stated above, the people who wold need to make that happen have been out of the Paizo offices for at least a week and probably won't be back until next week. Our leaders and community have to continue to be good stewards of the campaign and help answer questions and direct people to the necessary places until the smoke clears and we can get back to "normal" activities.
