According to the AP, "a few days". Can't be much less than a week though, as it's about a 3 day travel to Magnimar. I'm not sure if the sheriff is supposed to return before the players move to Thisletop though (he didn't in my campaign, as I made it so the sheriff had to go through a lot of bureaucracy and boot licking to get reinforcements).

Ditto. My players are the nervous, slow-moving type, but Belor and several guards being out of town was important for them taking the role of protecting Sandpoint. I took 1 week as the minimum time to return, but ended up keeping him out 2 weeks because of the difficulty getting reinforcements. From a storytelling perspective, I plan on having someone from Ironbriar/Xanesha's information network involved in whatever bureaucratic process he was moving through who was delaying things for Nualia's benefit.
Like a lot of things in the AP, though, Belor moves at the speed of plot. Same goes for Shalelu coming into/out of town - she's out enough to not handle a lot of tasks that could be given to the PC, but she's in enough for the party to see her and occasionally get her help.
