Transfering Runes

Looking at the rules for transfering runes it says they "The DC of the crafting check is the item level of the rune being transferred...".

However, this seems to imply (to me) that the DC for moving a potency 1 rune to some weapon is a DC 3 which seems a bit low.

A +1 weapon potency rune is a 4th level item.
When a character crafts an item, they use the high difficulty DC corresponding to this item's level.
I would assume they do so as well when transferring runes.
This means a 19 Craft DC to successfully transfer the +1 weapon pontency rune to a weapon that has none yet (see table page 337).
