Lethal / Nonlethal attacks with inappropriate weapons

I would like to get an explanation for the change in dealing nonlethal damage with lethal-only weaponry (and vice versa)... specifically, PF1 has a set penalty (-4 for that system). Now, the rule is that you treat your attack like you were untrained. The problem? As I get better with a weapon (expert, master, etc) my penalty is getting worse, since I am dropping more modifier than if I was merely trained. For that matter, if I am untrained in that weapon, I am now taking /no/ penalty for flipping the lethality.

If there is a purpose or reason for this, I would love to know it. As it looks now, however, it is purely punitive to later levels.
