So my favorite Kingdom Hearts game (aside from Chain of Memories, as that game was easily one of the best RPGs I’ve ever played) was 2, mostly due to the Drive Forms. I was wondering if anybody had any ideas how to go about building this.
It would need to be a build where it transforms, but as it gets higher in level, it gets different or better forms available to it. The Final Form would be a transformation where he can make his two weapons gain the Dancing property, but they can’t have it before hand. He’d need levels in Monk or something so when he enters the weaponless Anti Form, he can simulate the mass speed of that form’s attacks. Maybe some sort of natural weapon build with pounce due to just how fast that form attacks. However, it should be noted that the Anti Form’s damage output is actually the lowest of all the forms, as it is weaponless in the game, so not that much has to be put into this form’s damage, just a high speed of attacking.
Any help would be appreciated.

Transforming is going to be hard in the way KHII Sora does it unless you want one and only one form. The closest you will get is a vigilante and that's a tenuous link at best.
You could also try to use some magic to compensate. Play a magus and use alter self on occasion to play off different forms. Or you could try to make him an Eldritch knight with wizard and fighter with minor dabbling in form change magic. You also get access to some of the magic you get in game as well.
But no matter what it's going to be hard to simulate different forms without other identities or polymorph magic.

Anti Form can definitely just be a polymorphed monster form, rather than levels in monk.
As for Drive Forms, you can either just use arcane polymorph spells or divine buff spells like Righteous Might, Transformation, and that one Oracle spell. Oooor you can utilize a class that channels a different aspect every day. Medium, Shaman, or Spirit Guide Oracle all spring to mind. Oracle gains a few ways to summon a custom weapon to your hand, and a quickened spiritual weapon spell plus normal spiritual weapon spell is a nice substitute for dancing.

Flying weapon is a better version of Dancing, for anybody else looking for advice on this.
But I think the unfortunate winner is Mythic Arcane Strike. For 1 use of Mythic Power, and being Tier 10, you gain a +4 weapon special ability of your choice to all your weapons being enhanced by the now 1 minute long Mythic Arcane Strike. So have Throwing and Returning already on your two Longswords, then activate Mythic Arcane Strike with a use of Mythic Power to gain Dancing on both of them. There, that, unfortunately, solves Final Form’s Weapons.
Also, Fly spell works for the flight, since it is a low level spell, and you’re probably already going to be a Magus for this.
Now for Anti Form, I think a low amount of levels in Synthesist Summoner could work. It would only be representing the weakness of Anti Form (as well as the all black coloration of the form) but the problem of the speed being too slow is still there.
I like the idea of some form of Polymorphing, but what to Polymorph into is the question I have for that.
Anyways, this is what I’m thinking so far, so if anybody has any better ideas, or possibly a holy grail option to do something similar to Mythic Arcane Strike, but without being Mythic, I would appreciate it.

If we're talking about 3rd Party content, then may I suggest the Aegis? Sora's drive modes are related directly to his clothes, just as the Aegis draws power from his Astral Suit.
To replicate the actual Drive changing, just use the Initiator Soul Customization and Reconfigure.
Valor Form = Primal Fury + Thrashing Dragon (Power + Dual Wielding)
Wisdom Form = Elemental Flux + Solar Wind (Magic + Ranged)
Master Form = Shattered Mirror + Scarlet Throne (Magic + Melee)
Final Form = Silver Crane + Riven Hourglass (Light + Extra Actions)
Anti Form = Black Seraph + Broken Blade (Darkness + Unarmed)
You also get Sleeping Goddess for free with each one, which happens to have a few goodies in it, namely Boosts you can use to create weapons, which works pretty well with Sora gaining weapons in Drive modes.
There are some books of exotic weapons that grow in power as their wielder does, and a GM I used to play with mentioned that the Keyblade is one of those such weapons. But I have no access to such a book, so I can't really help you there.
Instead, you could try to replicate the Keyblade's power with the "Harness Power Shard" Customization. Power Shards are basically scrolls, but the Harness Power Shard customization allows an Aegis to treat them as effectively power's known (i.e. "spells known"). Specifically, the ability to open almost any lock would be given to you by the "Psionic Knock" power, which replicates knock.
The Aegis and their access to various other systems allow them to be INCREDIBLY versatile, so note that there's a LOT more they can do, if given the freedom to do so.
