Is Scion of Katapesh legal? and can it be used for all purchases?

The Noble Scion feat has an option from Pathfinder Player Companion: Heroes of the High

Is this option legal?

And given that there is no set among of in-game time between scenarios, does this means all purchases can effectively be 10% cheaper?

If there is no set amount of game time between scenarios, it is not established that a day has passed.

I'd allow taking 10, otherwise a player's dice roll must be witnessed by a GM, and a PFS member is only a GM while he is running an adventure.

The player can't take 20, as there is a consequence for a bad enough failure (which the character can easily meet if he doesn't succeed by taking 10): the seller's attitude gets worse, possibly, over several days, to the point where he will physically eject the character from his shop.

It's worth asking for clarification though.

So for PFS Legal game, are we able to buy one item for every day in adventure with a GM + 1 more item during down time?

It's worth asking for clarification though.

Given that staves, which can only recharge 1 charge per day, can be fully recharge in between games. It is only fair to say there can be any number of days, months or even years in-game for a character that is in-between scenarios.
