From the polymorph rules:

If the form grants a swim or burrow speed, you maintain the ability to breathe if you are swimming or burrowing.

It does not take away your ability to breathe. It only adds.

It is weird that you don't lose your shoulders slot, but since it isn't (Ex) or (Su), I guess you could don a cloak while ensquiddened by the rules.

The big issue with the wings is since they're use command words you have to keep activating the flight ability every 10 min, whereas you can just where the ring for perma-flight and it stays active even when you polymorph.

That is problematic. You'll need a way to speak while ensquiddened. If it's wild shape, there's Wild Speech. For other types, there's tongues plus permanency.

mmm i think you lose the item slot if your new form do not have the item slot but i am not sure if that's really the case

The item creation formula you're using is only meant to be used as last resort guidelines when there's not much else to go on. Otherwise, people would be running around with always on gloves of true strike for 1,000gp or some other nonsense shenanigans.

Fortunately, there are plenty of existing magic items to use as reference points for items that grant continuous flight. They're generally expensive but doable.

He was asking for the cost of creating a flying bathtub, I'm fairly certain if the GM allows that he'll allow the ring of continuous fly. Now granted he might not, or he could also say that the minimum caster level for the item is 7 (84k gp) or something higher. They have a good example for the truestrike shenanigans in the guidelines as well (although it really should either be a scaling spell or higher level tbh).

Why? The flying bathtub is little more than a flying carpet with a special (cosmetic) effect.

A ring of continous flying is something rather different.

Price wise the wings of flying are a good reference: a item that five the ability to fly for an unlimited period.

BTW, willuwontu, you don't need to "reactivate the item". The wings don't cast a spell and don't have a time limitation.
The effect is: "When the wearer speaks the command word, the cloak turns into a pair of bat or bird wings that empower her to fly with a speed of 60 feet (average maneuverability), also granting a +5 competence bonus on Fly skill check".

Ah I didn't pay enough attention to the language in the ability.

Still he has the issue of activating it after transforming, but something like a ring of eloquence or wildspeech can solve that simply enough.

Edit: Also feel the need to point out that the wings of flying which grant continuous flight (After activation) are 6000gp cheaper that the ring of flight I proposed. (I know I'm a horrible person)
