Why doesn't Bal Theem have the Pharasma trait

He seems to be a cleric of Pharasma given the heraldry on his shield so why don't clerics have the trait of their god?

I don't know the logic behind it, but this post confirms that it is intentional.

Well of course Kyra doesn't have the Pharasma trait, she worships Sarenrae.
