So my friend is running a game that takes place in the 1600's american colonies. Anyway that brings me to my character, I wish to play a cute little girl that is completely innocent looking, but after you get to know her, you realize something is up. She is not so innocent as she seems, she is actually an evil little girl, possibly a necromancer or something, maybe just a really adept rogue. I want some potential builds or concepts to help please, thank you for the help.

Lol, I played my Immortal Loli character in my last campaign. A Shabti with the Child Curse as a spirit guide Life oracle. She had the appearance of a 10 year old girl. She was very cute and spoke with a french accent.
I played mine as a priestess of Shelyn and a big lover not a fighter type. But she used lots of Charms and compulsions outside her buffs and heals. Some of my group Joked a lot out of character how she would make a great villain for a "Love at all costs" type. Love me by choice or love me by force.(However I never did that) She was also my character that had most the party cuddling at night together for safety and emotional healing. (no sexual things involved) Lived what she preached and had a strong Skinship relationship with everyone she befriended. Would constantly be holding hands or arms with a party member, or hugging people that seem like they need hugs.
As for Evil you can go the basic route of Necromancy or roguish type. But you could also go the route of the Mental controller who forces people to be her friend and makes requests of them. Making them do something against there nature might require a reroll but just making them pawns in your long run scheme may not. It all just depends on your wording.

Take the halfling or human. Apply young template. Go unchained rogue. Get a dagger. Enjoy out damaging the barbarian.
Explanation.
Young is a cr -1 template that increase dex.
Humans get a bonus feat and +2 to any stats. It goes to dex.
Unchained rogue lets you apply dex to damage. If you boost dex to 18 you get a 24 after all the modifiers. That is huge.
Now you wanted to be a little necromancer and we can still do that.
Get racial heritage elf.
Select the alternate favored class bonus for elf every level.
Get minor and major magic rogue talents.
Get the feat bookish rogue. Stockpile spellbooks.
You can cast a wide variety of spells. You hit a lot harder than you look. You are a small little girl slinging magic and targetting weak spots of people.

What is the name of the Racial heritage for the elf thing?

There is an actual feat called Racial Heritage in the Advanced Player's Guide.
Unfortunately, that feat requires you to be human (or at least count as human) -- so a Halfling would not be able to take it. You could play as a Half-Elf with the Racial Heritage (Halfling) and Childlike feats, but that combination is not possible before 3rd level.

If I took the Bookish Rogue feat, I would still only be able to cast 1st or 0 level spells.
Yes the rest you would cover by the use magic device skill. 1st and 0 level spells that you can change at will is a huge boost in utility or you could just use it for vanish for sweet sneak attack damage.

I actually could see this as a Spiritualist. There's a couple ways you could go with it, and they all involve the character talking about her "imaginary" friend.
That could be fun.
Or do the same thing with a medium. If the GM allows it, you could do medium with the Fiend Keeper archetype from Blood of the Beasts, so you've just got one spirit inside of you, and draw power from it in different ways each day.

I once made a Gravewalker Halfling witch with the Childlike feat (as well as Malicious Hex, Bolster Hex...).
I loved the idea of this little girl who says, "Dolly doesn't like you!" then using evil eye + halfling jinx to mess with someone, then have them run and giggle (cackle) to keep it going...
edit: there's now a halfling trait Creepy Doll if you wanna go the Chucky route :D

WAAAY back in the day I played a little bit of Vampire: The Masquerade. Not much, because my schedule didn't allow me time for it, and my friends always played it on Sundays which I sat aside for my wife and then infant son. But there was this guy who played a 9 year old girl who was a Malkavian, if I recall correctly. He really overplayed the cute little aspect until feeding time came around... yeesh. It was like the movie "Let The Right One In" long before it came out.

So here is what I ended up with. Jenna Owens, 8 year old girl. She is an Unchained Rogue with the Eldritch Scoundrel Archetype. Her Dex is up to 30 and she can cast many necromancy spells. Her Bluff and Diplomacy are maxed so the party will pretty much have to believe her and she can serve as a good face, additionally she can be a pretty good skill monkey. I feel like that's a good build.

30 dex? Get her a gun! Even with a -4 non-proficiency penalty she is a hell of a good shot. ;)

Unless the DM makes a special house ruling to allow it.
But Yes I was aware.
I am honestly interested in Knowing if the character played and if it is going to be held true to an 8 year old with only 8 years of life experience or as an 8 year old with the mentality of a 30 year old and no believable reason to have so much wisdom and intelligence.

She is an old woman that made some magical potion that accidentally turned her into a 4 year old, and she lived her life upto age 9.

It is starting at level 11, and she lost some of her memories in the process that reduced her age, and the creation of the potion was one of those, and the potion also included philosophers stone, which she does not have another of.

Do living on the streets=rogue?
Slums Shamans live in the slums.
A witch can live among the streets.
I can not fully equate streets to rogue.
Especially if she create a potion with a philosophers stone in it. No rogue can do that. A Vivisectionist Alchemist level 20 maybe. But that is powerful magic that does not say Rogue.
But playing a rogue is fine...But I agree with fromper that it screams witch based on back story

Approximately ten years ago an elderly necromancer by the name of Safrona decided that her life was soon to be depleted, so she concocted a plan that would spring her into a world of bizarre happenings. Over the next five years she quietly gathered all the items she needed and even procured a Philosophers Stone, a mean feat even alone. Safrona took her gathered items and the Elixir of Life from the Philosophers Stone and created a reagent of her own, calling it the New Life Serum, she took a drink of it and her mind faded.
Two years passed before her mind was restored, by that time she found that she had been reduced in age to that of a four year old, though by the time her memory had been restored, her body was now 6 years of age. With her regained intellect she surveyed her surroundings, as it turned out, the reagent had removed her memory and the young four year old version of herself had left the safety of her tower to wander the streets of London. While in the streets of London she had learned the ways of the urchins before she was taken in by a kindly old woman. The woman was Margret Owens a skilled caster in her section of the city.
Safrona, who was now named Jenna by Margret, quickly went to work and learned to use her new muscles reflexes to become a skilled thief and take Margret’s spell books. When Margret returned from the store one day, she found that her books were missing and so was the young girl she had raised for the past two years.
With a new life, a new name and magical prowess in her back pocket, Jenna Owens Necromancer supreme decided that she would a new place to live and study spells that could make her a beautiful young woman again, where better than a whole new world, yet untouched by man.

I don't know how Vigilante-friendly this setting is, but everything about this is screaming Cabalist Vigilante. The Cabalist uses spells from the Witch's spell list (but uses a Spellbook as a Magus), can have a familiar, and has a strong necromancy theme with a lot of bleed effects. You won't get a whole lot of Rogue stuff, but with a 3/4 BAB, you're closer than an actual Witch. Honestly, you're getting 4+Int skill ranks as an Int-based caster, and get basically the same skill spread as a rogue - at that point, just take Rogue-like feats and play the part. Your social identity is Jenna - the sweet, innocent 6-year old girl, and your Vigilante identity is Safrona - the power-hungry witch, ruthlessly grabbing whatever powers she can find to restore herself to her former strength.

Dude, play what you wanna play...and your DM will allow, but am I the only one that finds this completely absurd? A six year old couldn't even carry a cache of spellbooks.
Most adult wizards who dump strength can't carry many books, either. That's what Handy Haversacks are for.
Obviously, they're doing their own custom setting and custom rules. As long as they're having fun, why do you care?

I never said I didn't the drawbacks of being young, she still had all the young age penalties and you did the math wrong, she is 9.

If he let you be an Unchained Rogue, then you clearly aren't suffering the drawbacks of being young, since one of those drawbacks is being limited to NPC classes until you reach adulthood, where you can then retrain them into PC classes. So at best you could be an adept or expert as a 9 year old.
But, whatever, It doesn't matter how ridiculous I think this is, if you and your DM are cool with it and having fun, it's all good.

I haven't built him/them yet, but I have a plan for a paired character I want to play.
Some sort of large, beefy meat shield, that carries around a creepy child doll. "Dolly doesn't like you! Dolly's going to make you hurt now!"
Cue the Childlike (feat) Creepy Doll (racial trait) with Cunning Caster (feat) Psychic casting Mind Thrust III/Rigor Mortis/Psychic Crush/(Spell appropriate to the moment). After already having used their Halfling Jinx to lower their save.
Which of course spawned the idea of it as a villain. A "haunted and old" mansion, with portraits of various family members through the centuries with the creepy doll. Turns out the halfling had all the pictures commissioned so s/he could use Enter Image, along with Object Posession, Telekinetic Projectile, etc, to make people think the house is haunted. The final room just has the doll sitting in the middle of an empty room. Really, all it really wants is to be left alone because it's tired of people overreacting to his/her appearance. If she's going to get called a scary haunted doll, she's gonna be a scary haunted doll!

Now you've got me thinking of this as a summoner. The halfling the is the summoner, and the big, beefy meat shield that looks more human is actually the eidolon.
