My thoughts were to potentially drop IQ and add healer, but I was thinking of going into magic, and if healing magic exists in this world, that's usually a better bet for actually removing damage (though not diagnosing injuries). If you think it makes sense to max out medical skills, I can go for that.
I guess I could take another quirk to account for the template.

First Aid defaults to 13 from Physician 13, so no need to buy it separately. :) That saves a point.
Struggling financially isn't a valid disad in this campaign, because most of it will be spent in an area where your money is useless and everything is being supplied by the Government. Sorry.

I'll work more on my character later today. GURPS light only has so many disadvantages and advantages and I know there are others, but I don't know their costs. And its been stated that all skills cost the same, but GURPS light has varying difficulty and costs. If we're going with the sameness, I would totally move my brawling points into karate.

@Hora, how did you get to 141 points (191 with disadvantages)? I thought starting max was 75 (125 with disadvantages).
Also, you're still doing skills wrong; it's 1 (+1) > 2 (+2) > 4 (+4) > 8 (+4) > 12 etc for skill levels, not 1 (+2) > 3 (+4) > 7 (+8) > 15

Re: Earlier question—I'm a big fan of Combat Reflexes on just about any character who expects to get shot at, because it costs the same as +1 Dodge but gives a bonus to all defenses, which is really useful if you're not sure at campaign start whether you're going to be fighting melee or ranged enemies.

Cold-Blooded is a racial disadvantage, you literally are endothermic rather than exothermic. It's not appropriate for a human (who is exothermic). How about Impulsiveness or Lazyness or Unluckyness?
ANd I think the other points are off, as pointed out above. I'll double check in the program.

I think you are using someone's homebrew stuff. 3E had a Glory Hound, but 4E basic doesn't. There is a GURPS 4E Conversion document that contains :
Glory Hound: This is a combination of Compulsive Behavior (Seek publicity, 6) [-10], Overconfidence [-10], Reputation +1 (Hero, to fans) [5], and Reputation -1 (Showoff, to associates) [-5]. Total cost is -20 points.
On the bright side, you had -10 points in disads too much.
On the down side, you're 26 points over on your build.
Points should total up as follows :
75 Points (10 points prespent)
-60 from Disads
-5 Quirks.
Character total (All points spent - all disads - all quirks) should total up 75 points total.

Armor familiarity reduced the encumberance level by 1 for those skills, which is why I thought it would be important, as my strength is not impressive, and there's the glaring encumberance penalty on my character's karate skills. Same with climbing and swimming, though swimming still looks dangerous. But they are also in the Martial arts section. Having -all- the sources is quite overwhelming, but that's good to know so I'll just make another draft.
Sambo is just a label and isn't really doing anything else. But let's make another draft! One day, I'll get it right.

It only affects encumbrance from the armor, which you don't have any. Your encumbrance is from equipment, not armor. :)
Also, encumbrance may not be correct right now, so don't worry about it. I was more worried about getting basic equipment on so you had an idea of what you had.
Once the final versions of everyone's character is done, I'll add in the backgrounds/etc and get the encumbrance correct.

Damage Resistance is also a racial advantage, not a character advantage (if you have access to the base book, the little alien head next to an advantage indicates a racial advantage).
You were off on your points again, but that's ok. I think this is what you want, and it is balanced out. Note the encumbrance is correct (as is the basic equipment loadout, including Pistol and Rifle).

I'm using a GURPS character sheet for advantages and such. Too bad my body isn't made out of steel, oh well. Just, just one more draft, I swear. I can stop whenever I want, I'm not addicted to character creation.
All the cool advantages are racial ones. And for background, I may do just screen shots of scenes, or copy someone else's example. If there are examples to copy. My character sheets look better all the time, I swear.
Oh, this sheet is 75 points! Yes, well, I suppose my brute-force method has finally come to an end. Time for a picture, some nice background scenes that form the character, and an intro post.
Also, one more thing, I think we should all run around with grenades for this possibly hostile adventure. Just a few...like, half a dozen. Or a dozen, just to test my luck.

I like npcs, just to fill spaces if the others haven't created their characters at that point. But they can also be dramatically eradicated when the time comes to replace them with players. It'll be beautifully tragic. I prefer them to be npcs if no other characters pop up, and then at a certain point, a critical point in the story, open it up to general recruitment.
Background, Side Notes: Nadezhda was born to a Russian speaking family, and children learn what their parents speak before what education teaches them. She's lived her entire life in Washington however and the school system taught her English, which becomes her second language. She never tires of hearing, "Wow, you're English is so good! Where are you from?" Washington. "Well, yeah, but where are you really from?" Washington.
However! She hasn't gone to college and experienced "higher learning" yet, having decided to wait until after her first major assignment. All dialogue, except her grandfather, is assumed to be in Russian. Her grandfather figured that all the children this day and age speak English.
Nadezhda, Age 6. One day, Nadezhda walked home with several bruises near her lip and cheek. Her father returned from work earlier than normal to find Nadezhda watching the window from their normal, suburban house. "What is wrong, Nadezhda? What has happened to you, my daughter." She looked up and ran into his waist, hugging it. "I got into a fight, papa." Shaking his head, her father sat her onto the sofa and kneeled to be at an even height, "Tell me what happened? Were you bullied? Who hit you?" Nadezhda looked away, "Some boys..." Her father made a displeased face, "I will call the school. Do you know their na--" "No papa! I...I started the fight. I didn't win. I almost did." Her father looked her over, then left for a sponge from the kitchen and dabbed water along her face, "If you start a fight, you had better finish the fight Nadezhda."
Nadezhda, Age 12. Sitting in a room that smelt like cooked fish and corn, all the time. An open book with pictures of animals, with misc. facts written below, Nadezhda sat while her grandparents argued like an old couple in the kitchen. Her grandfather eventually retired to his large chair. "You like books, Nadezhda? Good, story books?" Nodding absently, Nadezhda flipped the page. Her grandfather patted his knee, "Sit on lap, I'll tell story while waiting for dinner." So Nadezhda did, after closing her book. Her grandfather scratched at his large whiskers, "I was soldier, long time ago. Wearing uniform from my old brother. Picked up weapon to defend home..." And he went on, even through sitting down to eat, miming holding a gun, "The rocking, can never forget. The casings in snow and warm meal after first fight. Always remember." And even went on when dinner was finished, "Dived in the water when plane swoosh in, lost friends and boats. We swim on land and fight. Nadezhda, Age 20. Current age. Nadezhda is transferred south to California after the portal incident. This is her first real assignment. She arrives by bus, having slept on said bus for some time.

Ok. Here is my guy with the template added in. Please check the math since I used that program for the first part and added in extras. No where near enough points to build what I was going for and I was trying to figure out why. The reason is that 4.0 charges double for DEX and IQ as it used to. In 3.0 they cost the same as Strength and Health.
Did the best I could with out a character program to use. Please advise. Perhaps I need skill with grenade launchers, etc. Likely I need a skill at driving vehicles but did not see it.
Oh, and if the math is not right in an area it likely comes from my template.

1) You still need to speak English at least at the Accented level (4 points)
2) What are your two codes of honor?
3) What is your delusion?
4) Note : Bloodlust could get you court martialed if you go 'off the reservation', no pun intended, depending on what you do.
5) Armoury requires a subcategory. Heavy Weapons, Melee Weapons, Missile Weapons, Small Arms, Vehicular Armor.
6) Mechanic - Requires a subcategory. Micromachines, Robots, Tracked, Wheeled, Clockwork, Steam Engine, Gasoline Engine, Diesel Engine, Gas Turbine, Fuel Cell, or by vehicle type (Automobile, tracked, half-track, boat, prop aircraft, jet, etc).
7) Survival requieres a subcategory. Arctic, desert, jungle, mountain, plains, swamp, woodlands, etc.
Adding in the language, you're at 78 of 75 points. You're also at 40 of 50 disads, so you have 10 more points to play with there. I'd boost one of your guns (SMG for example) and drop Pistols, as you can default to SMG for Pistols at a -2 (So a 14 in SMG would give you a 12 in Pistol).

Hmm. I am pretty sure I paid for an extra language in my build. My plan was to be a native english speaker and writer but be able to speak Navaho but not write it.
I'll fill in the specifics tomorrow and reconsider the bloodlust then. Any ideas? What about the diving skill?
Oh, and might I be better off lowering IQ to 10 and spending the extra 20 points on specific skill increases?
I do have the 4th edition book in both hard copy and pdf so will do a little research.

RE IQ : You have 11 DX skills, and 6 IQ skills. You'd be better off upping DX and dropping IQ to 10. Then take another 10 points of disads and spend the extra 10 points on your skills.

I have read through all the 4.0 advantages and disadvantages. So many options and some many of those disadvantages really suck. lol. I hate not having some program for character building. I feel hamstrung. Hmm. Can I get points for that? :P
I do think that with a 13 DX I can afford to lower health to 11 too. That keeps my move the same. Maybe buy Fit for 5 points and get an net 5 more to spend on skills. Working what is hopefully my last draft now.

OK. I have rebuilt the character with that program I posted earlier. But it was basically a light version of the rules and I added in things it did not include. I am close on points but bet I am not exact. mdt, could you please plug the info in this alias into you magic program and see where i am at. Also please advise about some vehicle driving skill that I just now recall I forgot to to add. Also I'd like to make sure I am trained in whatever main weapons I am assigned.

As I said before, taking Guns(Pistol) and Guns(Submachine Gun) is somewhat redundant, as you can put all the points into Submachine Gun, and default to it to fire pistols.

You are still missing Soldier/TL8 from your sheet (I've mentioned it several times and put it on every sheet I showed you).
Other than that, you're balanced out. So, to correct, you need to :
1) Choose another -10 disad other than bad sight
2) Confirm which way you want your guns done (15 default 13, or 14/14 default 12).
3) Find 1 point for Soldier/TL8
4) If you want Driving (Automobile) or Driving (heavy wheeled) or Driving (tracked) or Driving (Construction Equipment) then find a point or 2 or 4 for it. Automobile = cars, humvees, pickup trucks. Heavy Wheeled = semis, APCs. Tracked = tanks, bulldozers. Construction Equipment = bulldozers, cranes, backhoes.

Nothing to worry about. I created 4 whole character drafts before getting it relatively close in character creation. In one of those drafts, I became a lizard, bathing in the sun for warmth. Don't ask me how, but it certainly happened. Another, I put everything I wanted/could potentially have, and was wayyy over the point limit.

Soldier/TL8 is the skill of being a Soldier in a Tech Level 8 world. It's basically a Professional skill, it means knowing what rules and regulations you have to follow, what paperwork you have to fill out, what the different command ranks are, whose orders you have to obey, what orders are lawful and unlawful, etc. Basically, everything they teach you in basic about the minutiae of being a Soldier.
