Ok, so Ive been toying around with the idea for a long time and I wanted to see if it has any value. The idea is a goblin unchained rogue with the knife master archetype who uses reduce person to get even smaller, walk up and shank someone in the shin for a lot of damage. Would this even work and if it does, how effective would it be?

What if I took major magic again and take vanish?
You can't.
Rogue Talents: As a rogue gains experience, she learns a number of talents that aid her and confound her foes. Starting at 2nd level, a rogue gains one rogue talent. She gains an additional rogue talent for every 2 levels of rogue attained after 2nd level. A rogue cannot select an individual talent more than once.

Tiny gives you a better attack bonus and a stealth bonus. Plus a bonus to dex score. So sneaking will indeed be much easier. But you will have lower speed and zero reach, meaning you must move within a creature's occupied space to attack it, which provokes an attack of opportunity. You can still throw daggers though.

Or snag a Whip, Scorpion Whip, or Longspear, and drop Knife Master. Both would require multiple feats to be effective - Whips need Exotic Weapon Proficiency, Weapon Focus, and Whip Mastery. Scorpion Whips need Exotic Weapon Proficiency twice. Longspears need TWF, Spear Dancing Style, Spiral, and Reach. But when all is said and done, all of the above can (probably) get DEX to damage and reach. Personally, I think the regular whip option seems pretty cool, since you can go Star Wars V on larger enemies.
