There are none. If there were they'd have to make terrible spellcasters. Spells don't change damage die based on caster size.
No, they'd make terrible martials b/c of the extremely low dmg dice. They make great casters b/c their size grant them a bonus to hit and AC: M:0 S:+1 T:+2 D:+4 F:+8. Also the get massive bonuses to stealth and fly for their size, so they're as I said great casters.
As for the OP's Q?; no, there aren't any tiny or smaller playable races, but I wish there were. The closest would be possessing something that small, and if you want reduce person + permanency. BTW, you said "Tiny," well being small and having reduce person + permanency cast on you makes you tiny forever.

He meant they'd have to be tiny for game balance. A tiny caster has a lot of advantages over a small or medium one.

Damage die is mostly irrelevant. Most damage comes from static modifiers. With a tiny pc, you can do massive damage with a dex to damage option. See the songbird of doom for an example.
Haven't seen that before. Here's the thing though, OP wanted to be a tiny not-bird and most likely want to use construct armor w/ a golem of some sort. So caster would be the way to go here, both to make the construct and to have utility for the party.
