VMC magus makes both classes better in a lot of ways.
The returning weapon vigilante talent can make all of your weapons that you use the same as your primary, so get a throwing dagger or whatever with conductive on it and enjoy adding weapon damage to your bolts.
Eldritch Scoundrel is all about that dimensional savant feat chain getting self-sufficient sneak attack going. Improved sneak attacker and some magic items up the sneak damage.
For both builds, spells cover utility more than feats and skills do. But you still get a sh*t ton of skills.
Warlock is more rewarding early game.

You can use conductive once per round per conductive weapon. Since the returning weapon vigilante talent lets you apply the enchantment to all weapons you throw, you can use it for all attacks. You have to be high level, but it works.

If you're using Core Rogue, then the Eldritch Scoundrel is really lackluster and doesn't do much. It has 3/4 BAB with 6-level casting so it's at very least passable, but definitely near the bottom of the barrel of classes with that chassis. If you're using Unchained Rogue, however, then Eldritch Scoundrel gets to rock out. With Finesse Training and Debilitating Injury he's got more than enough tools to be successful in melee in spite of the sneak attack loss.
Still, as others have noted, Vigilante talents are mostly better than Rogue talent, with Vanishing Trick being the only standout for the Eldritch Scoundrel.

Page 137—In conductive, change the last sentence to
“A given character can use this weapon special ability only once per round (even if she has several conductive weapons), and the power works only with magical abilities of the same type as the weapon (melee or ranged).”
With the Returning Weapon vigilante talent a character can give the Conductive ability to all of her weapons, but she can only use the Conductive ability from one each round.

If you're going Eldritch Scoundrel VMC Magus, Prescient Attack might be worth picking up, especially together with Sense Vitals.
