So I have a few friends asking me if they can create a Character that is of Dwarven and Gnome descent. Is there any way to give racial traits traits to half breed races that are not half human?
Example:
Dwarf - Svirfneblin
Halfling - Elve
Gnome - Duergar
You know stuff like that.
Any information would be appreciated.

In Golarion, no. The only non-outsider hybrids that exist in noteworthy numbers are orc/human and elf/human, although apparently the outsider/human hybrids can interbreed with humans and produce mostly-human offspring.
Bastards of Golarion has an explanation:
In a realm shrouded in magic, it would be foolish to assume no spell in the known multiverse could produce a viable child between a dwarf and a humanoid of another race. Indeed, dwarven aasimars and gnome tieflings are known to exist, arising through the influence of outsiders or because of magical anomalies understood by few. A miracle or wish spell could likewise result in the birth of a half-dwarf, though the individuals able or willing to practice such spellcraft are few and far between.
Of course, that need not stop you. The race builder in the Advanced Race Guide can help creating hybrid races, add half the RPs worth of race features of one race and half of the other, stir clockwise for 2d4 rounds, and bam, full grown hybrid! I advice making a judgement regarding balancing, the RP system is not very accurate.

I think you can simulate these pretty well with just racial alternate features.
For a dwarf/svirfneblin, I'd start with dwarf.
* Wis bonus/Cha penalty? Check
* Defensive Training? Check
* Spell Resistance - Take the Magic Resistance alternate feature (or just consider the Hardy bonus against spells to cover it)
* Stonecunning? Check
* Bonus to Craft (Alchemy), Perception, and Stealth? Take Craftsman replacing Greed and Fey Thoughts (tagging Stealth and Perception) instead of Hatred
And so on.

There's always been the rarely touched on concept that Tallfellow-halflings are to Halflings what Half-Elves are to Humans.
It was touched upon in Dragonlance, which introduced half-kender. An unpopular idea, considering how child-like kender are in the mainstream stuff, but I could see it happening with Afflicted Kender as well as Taldasian Kender.

"Tell us again where the bad idea touched you."
IF someone really insists either tell them no, or start futzing an answer using Race Builder. There is no nailed down rules answer to this burning question.
